UNICEF intends to recruit a National Consultant Engineer, who will be responsible to supervise rehabilitation of approx. 30 - 40 kindergartens in Zaporizhzhia and Dnipropetrovsk oblasts.

Purpose of Contract:

To provide technical engineering support on assessment, supervision, monitoring and evaluation, quality assurance and rehabilitation/renovation management of Kindergarten rehabilitation project under technical assistance for “Towards Greater Social Cohesion and Integration of IDPs in Eastern Ukraine” (German-2) programme. UNICEF intends to recruit a National Consultant Engineer, who will be responsible to supervise rehabilitation of approx. 30 - 40 kindergartens in Zaporizhzhia and Dnipropetrovsk oblasts.

Objective of the Contract with expected results/outcome/products/sub products/outputs:

In order to ensure the quality of the construction/rehabilitation works, timely construction completion and compliances with the design, Bill of Quantities (BoQ) & specifications, UNICEF intends to engage a National Consultant Engineer to supervise, monitor, and manage the agreed task of respective Kindergarten rehabilitation works implemented by contractors in various location of Zaporizhzhia and Dnipropetrovsk Oblasts.

Main Duties/Responsibilities will be;

  • On the basis of assessment reports submitted by design companies, conduct onsite verification and finalize construction documents (BoQs, design/drawings, & specifications etc.);
  • Assist in preparation of contextual specifications, Scope of Work (SOW) to support tender documents and participate in the evaluation of the bids;
  • Conduct site visits to monitor the progresses, quality of construction, construction methods/materials and adherence to design/drawings and specifications;
  • Conduct at least six (6) monitoring visits to each project sites at critical milestones (four visits during implementation, two visits during Defect Liability Period (DLP);
  • Inspect materials quality, workmanships and compliance with contract specifications, drawings and Bills of Quantities (BOQs).
  • Provide technical support to ensure the project results are achieved within stipulated time lines and quality;
  • Certify works and  issue completion certificates of various stages (Progress, Substantial Completion Certificate, Final Completion Certificates);
  • Review invoices and recommend payments;
  • Submit weekly progress report to Construction Engineer and Education Officer;
  • Liaise and coordinate with stakeholders including governmental line agency and implementing partners;
  • Contribute to differential reports (progress and performance reports, project completion reports, technical reports etc.).

 

      Deliverables based on the work plan:

 

National Consultant Engineer will be responsible to supervise the rehabilitation of approx. 30-40 kindergartens and produce following deliverables;

  • 30-40 technical assessment reports and BoQs reviewed/checked, made onsite verification and coordination and corrected appropriately;
  • SOW drafted and tendering documents for up to 40 facilities prepared;
  • Monitoring visits conducted and reported; at least six (6) visits to each project sites during the contract period;
  • Strictly followed and timely submission of site-wise necessary technical forms, quality inspection and certification checklists per each site;
  • Up to 40 completion certificates issued and payments recommended;
  • Construction and design companies performance monitored and timely reported;
  • Weekly and monthly report submitted – by the end each week and end of each month respectively.

     

         Performance indicators for evaluation of results:

     

  • Quality achieved/assured to each completed rehabilitation;
  • Timely completion/closure of contracts;
  • Funds delivery reached 100%;
  • Compliance with contract, specs, management processes and UNICEF rules and regulations

 

     Qualifications/specialized knowledge/experience required to complete the task:

 

  • Bachelor degree in Civil Engineering/Architecture, Management, Economics or other relevant field; Master Degree  will be considered as an advantage;
  • At least 5 years of relevant working experience in the field of community-based infrastructures;
  • At least 3 years of experience in designing and managing civil engineering rehabilitation projects;
  • Experience of working with relevant stakeholders including direct experiences of construction management implemented through private companies;
  • Familiarity with UNICEF/ standard bidding procedures for procurement of civil works and services will be considered as advantage;
  • Excellent communication, leadership and interpersonal skills;
  • Fluency in Ukrainian and Russian;
  • Knowledge of English is an advantage, but is not mandatory

 

      Definition of supervision arrangements:

 

Under the overall supervision of the UNICEF International Construction Engineer and direct supervision of the Education Officer in Kharkiv the National Consultant Engineer will be responsible to ensure the execution of rehabilitation of educational facilities in Zaporizhzhia and Dnipropetrovsk  oblast in accordance with Contract specifications, drawings and BOQs taking in to account the local/and international applicable construction and WASH standards.

 

Description of official travel involved:

 

Official travels around the oblasts will be paid in a lump sum of UAH 15,000 taking into account, that engineer has to spend at least 15 days in monitoring trips per month. No Travel Authorization will be issued. The travel can commence upon the consultant’s provision of certificate of completion of UN Basic (II) and Advance Security in the Field Course as well as Mine and Explosive Remnants of War Awareness. The consultant is to be responsible for insurance costs on their own, except MAIP insurance, which is added into the contract. Travel costs are to be included into the contract.

 

 

UNICEF recourse in the case of unsatisfactory performance: In the event of unsatisfactory performance, UNICEF reserves the right to terminate the Special Service Agreement. In case of partially satisfactory performance, such as serious delays causing the negative impact on meeting the programme objectives, low quality or insufficient depth and/or scope of the assessment completion, UNICEF is entitled to decrease the payment by the range from 30 to 50%.

 

Support provided by UNICEF: Specialist on Engineering and Construction will be supervised by UNICEF Construction Engineer and will support him in implementation of rehabilitation part of the projects.
