Physical Site Planner

ORGANIZATIONAL CONTEXT

The Physical Site Planner works under overall supervision of a Senior Coordinator (Technical), and in coordination with other colleagues in the field, in particular working in protection, health, community services, water and sanitation. In addition to physical planning, the incumbent may also cover functions in the areas of shelter, infrastructure, and site selection and construction management support.

FUNCTIONAL STATEMENT

Accountability
- UNHCR's country operation is technically sound in the field of site planning and thus better able to meet the needs of persons of concern.

Responsibility
- Conduct technical feasibility studies for identification of adequate sites in close coordination with local authorities at provincial, district and divisional levels, as well as with the concerned line ministries and implementing partners.
- Ensure that basic technical criteria of land availability/property, accessibility, security, topography, water resources, absorption capacity, and adequate terrain for proper sanitation facilities are taken into consideration while selecting potential sites. Other factors such as national reserves, migration corridor, and flooding, possible conflict with local population have also to be taken into consideration when identifying potential settlement solutions.
- Within an urban context, assess the structural safety of public buildings, measure the absorption capacity within a community for host arrangements while ensuring that humanitarian standards of dignified living conditions are met.
- Develop, in close coordination with implementing partners and other concerned parties, settlement plans and their implementation modalities, including construction/rehabilitation of communal infrastructures (latrines, water points, etc.), taking into account the overall needs of target groups, their cultural preferences and the concerns of the local communities.
- Ensure that settlement designs take into consideration protection issues such as sexual and gender based violence and the specific needs of women, men, girls and boys. The security and privacy of all people of concern, the adequate location of sanitary/health/education facilities, communal services and distribution areas should also be addressed.
- Coordinate with the affected committees, Local Authorities and other partners the identification of potential needs related to shelter and NFIs and ensure that NFI identification/distribution is coordinated among all the actors.
- Advise on matters related to the procurement of sector related materials or equipment, including the development of technical specifications for bid documents, technical evaluation of bids, review/inspection of the quality of products/works.
- Assist Programme colleagues in analysing budgetary implications of technical components, as well as ensure the technical integrity of all sectoral interventions.
- Work in close coordination with all functional Units in UNHCR (Protection, Programme, Community Services, Field, Administration, and Supply) for all issues related to protection, population of concern figures and assistance.
- Maintain regular contact with the Shelter and Settlement Section in Geneva.

Authority
- Enforce technical strategies, protocols and guidelines.
- Represent UNHCR in the meetings and fora related to the functions.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in one of the Civil Engineering disciplines with courses on Physical Planning, Construction Management, Infrastructure Development or any other related subjects.
- Minimum of 8 years progressively relevant professional working experience in the related field (6 years with advanced university degree).
- Previous professional experience in the areas of rural development, natural resources and environmental management.
- Good knowledge of basic computer softwares, including engineering design tools.
- Fluency in English and UN working language of duty station if not English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience in all disciplines of civil engineering, rural settlement development, emergency management and environmental planning, and ability making the linkages to rehabilitation and development programmes.
- Familiarity with and considerable Field exposure to UNHCR programme planning and implementation and on humanitarian operations.
- Skills on project formulation, planning, supervision and management.

-Strong technical/Engineering background.

-Arabic language is desirable. The Kurdistan region of Iraq hosts over one million IDPs and more than 240,000 Syrian refugees. From March to July 2016, UNHCR received some 25,000 newly displaced IDPs in Debaga camp, Erbil Governorate. In addition, military operations aimed to retake Mosul have resulted in the displacement of over 150,000 additional IDPs, with expectations of further displacement to the Kurdistan region as operations intensify.

The anticipated needs in terms of immediate reception and transit facilities, shelter and basic needs are immense. Protection concerns in terms of access to safety, freedom of movement, separation of families, unpredictable and irregular screening procedures, lengthy detention, confiscation of personal documents, and severe trauma are also expected. UNHCR will focus on ensuring an immediate response and address emerging needs in each of the predicted locations of displacement in coordination with the authorities and the humanitarian country team, especially in the context of its leadership responsibilities for the Protection, CCCM and NFI/shelter clusters. The humanitarian response will need to be coordinated across several governorates within the Kurdistan Region and Central/South areas. -Erbil is Category D Duty Station with Security Level 2. UNHCR staff in Erbil is accommodated in the UN/UNAMI Compound or alternatively in the security cleared hotels.
-Staff have an option of arranging accommodation on their own in MORSS compliant residential apartments/houses.
-Staff accommodated in the organization-provided accommodations (UN Compound or security cleared hotels) contribute for such through a monthly rental deduction.
-Basic food and other commodities are widely available in the local shops and markets. Banking facilities are rather underdeveloped; therefore cash is the main means of settlement of various bills.
-Both local currency (Iraqi Dinar) and USD are equally accepted for any payments.  No specific dress-code applies and casual European style clothes are worn.
-Eight weeks R&R cycle applies for staff assigned in Erbil.
-Several international airlines operate daily flights from Erbil International Airport to number of large international airports in Europe as well as Middle East.
-Holders of UNLP can enter Kurdistan Region of Iraq visa-free. Residence permit is not required for UN staff entering Kurdistan Region with UNLP. - Security Clearance for travel to Iraq is not covered under TRIP. Such is approved through MoP (Movement of Personnel) manually processed by the Office. No travel should be undertaken without a copy of a fully approved MoP.
- The SSAFE (Safety and Security Approaches in a Field Environment) course must be undertaken by all international staff members to allow them to travel outside of Erbil the country. If a staff has conducted a SSAFE (Safety and Security Approaches in a Field Environment) course within the last three years there is no need for attendance; he/she only require attending the FSCOs briefing on arrival. If he/she has not attended a SSAFE course in the last 3 years he/she will be required to attend the new mandatory SSAFE course conducted in Erbil.
- Subject to the advice received from the security unit, some movement of UN international staff within Kurdistan Region of Iraq may be undertaken in the convoy of two UN vehicles.
- Travel to border areas as well as disputed areas whereas newly displaced persons are concentrated is allowed in a convoy of two armored vehicles only. -Arabic language is desirable.
