Senior Compliance Officer (Supply Chain)

ORGANIZATIONAL CONTEXT
The Compliance and Risk Management Unit (CRMU) reports to the Director of the Division of Emergency, Security and Supply (DESS). It is headed by a Senior Compliance Manager (Supply Chain) P5, based in Budapest.   

The CRMU supports adherence to rules, regulations and operating procedures relating to supply and procurement management;  advises the Division on the development of policies and procedures; coordinates the implementation of audit recommendations; and supports country operations in achieving an adequate level of compliance in supply chain management. The Unit oversees the implementation of activities on fraud prevention by developing guidance materials and conducting compliance reviews in UNHCR operations, among others.

Reporting to the Senior Compliance Manager (Supply Chain), the Senior Compliance Officer (Supply Chain) will closely work with UNHCR's country operations to support the evaluation of their supply activities and in achieving acceptable levels of compliance with the established rules, regulations and procedures.   In this context, the incumbent will conduct missions to the country operations to optimise the implementation of the supply chain processes in the field, provide guidance and advice on compliance, and propose solutions in case of non-compliance.  S/he will actively liaise with Representatives, Heads of Office, Supply Officers and all other relevant counterparts, including the Procurement Service and the Supply Management Logistics Service of DESS. The incumbent will also monitor the relevant measures and indicators and will follow-up on adherence to the established standards.  

FUNCTIONAL STATEMENT
Accountability
- UNHCR's country operations maintain an acceptable level of compliance related to supply transactions.
- Supply chain compliance issues are identified and brought to the attention of the country office's management and relevant HQ supply management in case of non-compliance.

Responsibility
- Monitor whether the supply functions in country operations are in compliance with the current Rules and Regulations through the gathering and analysis of supply chain information, monitoring of transactions and activities in the existing business analysis systems.
- Undertake missions to field locations to examine supply chain functions and transactions, determine the level of compliance and recommend measures to improve compliance.
- Ensure that the Senior Compliance Manager is kept continually informed of the state of compliance to Rules and Regulations in UNHCR's country operations.
- In collaboration with country operations and functional units at Headquarters, examine internal/external audit reports and other sources of information to establish the status of compliance in relation to supply functions in country operations.
- Follow up on the implementation of appropriate action by the concerned country operation in event of  discrepancies and liaise with relevant units at Headquarters to correct the underlying reasons for the discrepancy and prevent the Organization from risks that could interfere in achieving its objectives.
- Participate in evaluation panels and review any deviations in the way business should be conducted, particularly on procurement frauds, and follow-up on their resolutions.   
- Prepare plans to ensure that country operations are in compliance with their legal and contractual obligations, in consultation with the Legal Affairs Service (LAS).
- Follow up on audit recommendation/ reports and other studies performed, and analyse these for indications of trends where the similar problem surfaces in different locations, and based on this analysis recommend appropriate action to be taken.
- Provide advice and participate in the formulation of all UNHCR supply chain policies, instructions and other guidance documents.

Authority
- Assess the level supply chain compliance by reviewing supply functions and transactions, during missions or remotely, providing compliance reports and proposing solutions in case of non-compliance.
- In coordination with the Senior Compliance Manager, evaluate any violations in the way supply chain businesses are conducted.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree and Chartered Accountant, Certified Internal Auditor, Certified Fraud Examiner or similar qualification with 10 years of experience in auditing, investigating and fraud examination, out of which at least 5 years in an international environment.
- Significant managerial experience, excellent interpersonal and communication skills.
- Ability to communicate clearly and effectively, both orally and in writing, including the preparation of clear and concise reports.
- Highest standards of honesty and integrity.
- Ability to work effectively in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of supply chain processes and field implementation.
- Resourcefulness, initiative, maturity and judgment.
- Working experience with UNHCR Field Offices.
- Working knowledge of more than one UN official language.

Coordination skills to maintain effective working relationships with the Procurement Service and Supply Management Logistics Service of DESS, as well as with country offices, DFAM, IGO and OIOS and other relevant counterparts. Knowledge of audit, risk management and fraud prevention methodologies.

Highest standards of honesty and integrity. Reporting to the Senior Compliance Manager (Supply Chain) the Senior Compliance Officer assists the Compliance and Risk Management Unit (CRMU) in monitoring supply chain compliance, risk management, fraud prevention, audit coordination and policy development, specifically at the level of country operations. In close collaboration with the Procurement Service and the Supply Management Logistics Service of DESS Budapest, the incumbent will support the operations and bureaux by establishing reporting mechanisms on supply chain compliance and conducting compliance missions to assist country operations to prepare for major audits and to facilitate compliance with supply-related rules and regulations in general.
