Senior Emergency Shelter Coordinator

ORGANIZATIONAL CONTEXT

The Senior Emergency Shelter Coordinator (SESC) is part of UNHCR¿s contribution to the Global Shelter Cluster (GSC) Support Team. Under the supervision of the Chief of Section/Global Shelter Cluster Coordinator, the SESC is the deputy Global Shelter Cluster Coordinator and works together with the Senior Shelter Coordination Officer who focusses on supporting country-level clusters. The incumbent supervises the work of the Associate Information Management and the Grant Management Assistant and liaises with the other SSS focal points for issues related to settlements/site planning, shelter construction and HR.
The incumbent advocates internally and externally on behalf of the Global Shelter Cluster on its scope and modus operandi and liaises with other global clusters, IASC bodies, cluster partners, and UNHCR sections and bureaus within their area of responsibilities to coordinate actions, strategies and methodologies and participate in initiatives from IASC or other bodies, working groups and other fora on behalf of the UNHCR and/or the Global Shelter Cluster.

FUNCTIONAL STATEMENT

Accountability
- More effective, efficient, predictable and faster shelter responses in the countries where the shelter cluster is led by UNHCR are achieved through enhanced surge capacity and support provided by the GSC Support Team in different roles such as coordination, information management, and technical.
- The GSC structure is efficient and effective and provides good preparedness and advocacy for the shelter sector with a particular focus on response to conflict-related crises.
- Relevant contributions are made at the global level to IASC, Global Cluster Coordinators Group, and GSC documents and initiatives based on country-level practices.
- Synergies are made between the GSC, the Global Protection Cluster, the Global CCCM Cluster, other global clusters, and other IASC and global initiatives.

Responsibility
- Enable a quick, predictable and highly qualified instant deployment.
- Monitor the support provided by the GSC Support Team to country-level clusters to ensure that it is the most efficient and effective and implements changes when needed. 
- Promote initiatives for an effective and efficient GSC in collaboration with IFRC and the Chief of the Shelter and Settlement Section.
- Promote the sustainability of the GSC and country-level shelter clusters through advocacy and outreach to donors and other stakeholders in close coordination with the Division of External Relations.
- Support the GSC Coordinators in ensuring that the GSC is well represented at the Global Cluster Coordinators Group, IASC reference groups, and similar fora such as the Global Alliance for Urban Crises, the World Urban Forum, and others.
- Support the GSC Coordinators in advocating for the shelter and settlement sector as a key element to provide protection and durable solutions within the humanitarian and development community and beyond.
- Be deployed for limited periods (normally up to 1 month) to support the establishment of new Shelter Cluster operations and the development of coordination systems and processes.
- Be deployed for limited periods (normally up to 1 month) to support existing cluster operations as required.
- Identify issues and challenges faced by country-level shelter clusters and advocate to UNHCR and the GSC to address them.
- Chair the GSC Strategic Advisory Group and support the work of the other GSC bodies.
- In collaboration with his/her counterpart in IFRC, support the GSC Coordinators in the management of the GSC Support Team.
- Deputize for the GSC Coordinator at the Global Cluster Coordinators Group and represent the GSC in IASC reference groups and similar fora.
- Oversee the reporting and planning of grants presented to donors by UNHCR on behalf of the GSC.
- Lead the design of TORs and the selection and recruitment processes of staff to be working in clusters located within the assigned geographical area of responsibilities.
- Function as section focal point for information covering shelter operations across the assigned geographical area of responsibility.

Authority
- Support the GSC Coordinator in leading the GSC, representing the GSC in IASC fora, and advocating for the sector.
- Participate in the recruitment processes of Shelter-related personnel recruited for the countries under the SESC¿s responsibility.
- Provide advice to the Chief of the SSS on issues related to the countries under the SESC¿s responsibility, on GSC-related issues, and on IASC documents and processes; and to UNHCR stakeholders on how to improve shelter cluster coordination and shelter operations in the countries under the SESC¿s responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Architecture, Civil Engineering or other comparable academic preparation.
- Minimum 10 years¿ experience on a similar position including 5 years humanitarian international experience in senior management positions.
- Very good knowledge of the IASC Cluster approach, UN coordination systems and Humanitarian Reform and Transformative Agenda process.
- Very good knowledge and experience of the Settlement and Shelter sector with particular focus on conflict-related emergencies and contexts.
- Ability to produce shelter and settlement strategies and technical guidelines at global and country level.
- Experience with the role of an adviser and of providing remote strategic support to cluster coordinators and programs managers.
- Experience as cluster coordinator, member of a cluster coordination team or active cluster partner.
- Trained and familiar with Protection as well as other cross-cutting issues like, gender and diversity, age, disability, HLP and environment.
- Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
- Ability to represent the organization at various levels.
- High level of computer literacy including the Office package, Outlook, and others.
- Excellent knowledge of English (spoken, written), other UN languages would be an asset, particularly French.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Good knowledge of Global Shelter Cluster, its bodies, partners, and key documents.
- Passed the UNHCR Coordination and Leadership Programme or the UNHCR/IFRC Humanitarian Shelter Coordination Training.
- Previous experience at global and field level in shelter positions, ideally with UNHCR.
- Good knowledge of UNHCR¿s mandate, structure, programming and reporting tools.
- Familiarity with the management of ECHO grants and other donors.
- Good understanding of the principles of Information Management and the main Information Management tools used by the Global Shelter Cluster and country-level clusters.
