Senior Regional Risk and Compliance Officer

ORGANIZATIONAL CONTEXT
Reporting to the Deputy Director, Office of the Director, with functional reporting to the Resource Management Unit of the MENA Bureau in Geneva, the Senior Regional Risk and Compliance Officer (SRCO) will make up part of the newly established Compliance Monitoring and Coordination Network of MENA. The SRCO will play a principal role in the sub-regional coordination, monitoring and assessment of the oversight entities recommendations to operations concerning Syria/Iraq situations (hereinafter referred to as sub-region). The SRCO will maintain close liaison with the operations in the sub-region to oversee the implementation of recommendations issued by the various oversight entities, to monitor compliance with UN/UNHCR policies, rules, regulations and propose solutions in case of non-compliance. S/he will coordinate all oversight reviews (pre- and post- assignment activities) undertaken in sub-region, including external audits, internal audits, inspections, evaluations and other reviews.

FUNCTIONAL STATEMENT
Accountability
- An effective compliance program for the Donors Office in Amman (DOiA) and country operations in the sub-region is maintained, including the promotion of (a) compliance coordination network; (b) heightened awareness of standards of conduct, and (c) understanding of new and existing compliance issues and related policies/procedures as an important tool for enhancing the quality of management and for ensuring accountability.
- Methodologies for implementation and evaluation of compliance risk mapping are developed.
- Potential areas of compliance vulnerability and risk are identified and corrective action plans for resolution of problematic issues are developed and implemented including provision of general guidance on how to avoid or deal with similar situation in the future.

Responsibility
- Implement and coordinate maintenance of the MENA Bureau Oversight and Compliance Coordination application system in the operations of his/her responsibility.
- Coordinate overall follow-up on the oversight entities recommendations (audit, inspection, evaluation as well as internal compliance monitoring/coordination review assignment), and take appropriate action with the operation¿s focal points to address any problems or difficulties arising from monitoring of the process.
- Ensure timely issuance of reports of internal compliance monitoring /coordination review assignments, and upload them in the system.
- Undertake support mission as necessary and agreed/requested by the Deputy-Director, in the areas of his/her expertise, which should at minimum include financial management.
- Ensure that database entries pertaining to the sub-region are accurate (e.g., accurate ERM subcategory is assigned to each recommendation) and up-to-date at all times and provide guidance to operations focal points to effectively use the system.
- Attend relevant trainings and workshops relevant to oversight and ERM organized by UNHCR/UN and keep abreast of the most up-to-date industry practice, techniques and methods regarding oversight management and ERM.
- Contribute to improving procedures that integrate oversight functions within MENA, especially audit and compliance, and to oversight-related management tools.
- Advise/provide input to the MENA Headquarters Senior Compliance Officer (or in his/her absence, the Chief, RMU) on possible oversight mechanisms, processes and system modifications.
- Oversee techniques/methods and systems as well as to ensure harmonization of the processes within MENA.
- Take up all coordination related matters with the Chief of RMU. This is to ensure that there will be full consistency in the oversight methods/procedures applied within MENA as a whole, and ensure synergy.
- Work with GLC, RMU and others as appropriate to develop, in coordination with the BSRCO, effective compliance training programmes for relevant field staff and managers. S/he may be required to provide trainings in MENA operations outside the sub-region.
- Analyse the oversight compliance and the risk areas of Syria/Iraq situation, drawing upon dashboards and reports extracted from the system; and designing new types of reports and sharing them with Headquarters and providing briefings to senior management, representatives, as appropriate.
- Advise the DOiA Deputy-Director and his/her staff in the area of enterprise risk assessment and preparation of comprehensive risk management reports, including risk mitigation recommendations; Propose to Deputy-Director DOiA for his/her approval any mitigation of risk or weakness area, providing an outline of the actions needed and the proposed mode of implementation (external evaluation, internal oversight monitoring missions, etc).

Authority
- Review of the implementation of compliance with policies, regulations and rules of UNHCR as well as oversight of recommendations and assistance to the Deputy Director and representatives with the development of the ERM procedures within the sub-region in close cooperation with the MENA Bureau Senior Compliance Officer and SMR.
- In coordination with the Deputy-Director, DOiA, respond to alleged violations of rules, regulations, policies, procedures, and standards of conduct by reviewing or proposing initiation of investigative procedures. Propose the SRM, establishment/changes in the procedures in handling such violations and ensure uniform application throughout the operations in the sub-region (The SRM would ensure that a harmonized approach will be applied throughout MENA operations/offices).
- In coordination with headquarters, set and enforce local deadlines for responding to audit reports.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced university degree (Master¿s degree) in Business Administration, Finance, Accounting or related field.
- A minimum of 10 years of progressively responsible professional experience in audit (including supervisory functions), finance, accounting, audit with at least four years of field experience, preferably with UNHCR or other UN agencies.
- In-depth knowledge of UNHCR Financial Rules, and knowledge of UN Financial Rules and Regulations.
- Knowledge of project finance control.
- Command of UNHCR¿s financial management information system (MSRP) and standard computer applications (EXCEL, Word, Access, Visio, etc.).
- Professional competence and knowledge of auditing standards and practices, risk assessment, and applicable financial rules and procedures.
- Knowledge of reporting requirements within the UN/UNHCR system.
- Fluent in English (both oral and written). 

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Professional qualifications in the fields of accounting or auditing.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- General specific learning/training in the fields of evaluations, risk and programme management.

X005L3 - Planning and Organizing Level 3 The Middle East and North Africa region has some of UNHCR¿s most complex and protracted displacement crises, including three L3 emergencies in Syria, Iraq and Yemen. In 2017 the region expects to host over 22 million people of concern, with a comprehensive budget of over 2 billion US dollars for programmed activities in 2017. The MENA Bureau seek to strengthen oversight, inform risk management and ensure compliance coordination throughout the region.

The incumbent should have demonstrated experience in the fields of audit and finance with at least 4 years of field experience with UNHCR or other UN agencies. S/he must also possess in-depth knowledge of UNHCR Financial Rules, UN Financial rules and regulations as well as reporting requirements within the UN/UNHCR system. The incumbent should have an in-depth understanding of oversight processes and risk management in UNHCR. S/he must have strong knowledge of and experience with the UNHCR Enterprise Risk Management and MSRP.

The incumbent must have strong communication skills and the ability to manage stakeholders at various levels in order to ensure effectiveness and continuity of the MENA Compliance Monitoring System and Network.  S/he is responsible for maintaining an active network of compliance focal points within Syria/Iraq situation Operations. The incumbent will serve as the key focal point for matters of oversight and compliance for Syria and Iraq situation operations, while also contributing to compliance and risk mapping methodologies for the entire region. S/he will receive guidance from the Headquarters¿ Risk and Compliance Officer and the Senior Resource Manager while reporting to the Deputy Director, Director¿s Office. The incumbent may supervise some support staff. The UNHCR Manual, UN and UNHCR financial/budgetary rules and regulations, as well as the policies and guidance on Oversight and risk management will guide the work of the Senior Regional Risk and Compliance Officer.

Given the complex natures of the displacement situations in the MENA region, the incumbent will need to fit easily into a complex and highly operative and dynamic team. This staff member has to have a very positive attitude in facing challenges in a fast-moving environment and accept at times working beyond the established regular working hours. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform and institutional developments. S/he must have functional competencies as s/he will be working closely with UNHCR staff in the Bureau and in different countries in the MENA region.
