Senior Staff  Development Officer (Protection)

ORGANIZATIONAL CONTEXT

In an effort to professionalize the UNHCR Staff Development function, the role of the post is to co-lead the shaping and the promotion of a performance and learning culture in UNHCR by developing learning strategies providing strategic guidance, as well as developing and/or delivering effective protection/programme learning activities.

Through his/her protection-related work, the incumbent is accountable for coordinating the work of the Protection-Operations Cluster.  He/she will pro-actively influence the learning culture by aligning effective learning with organizational,  divisional and partner goals especially by providing internal consultancy services to other training and learning providers on the design, development, delivery and evaluation of learning activities.

The incumbent makes recommendations to training providers and contributing to the planning, design, testing and effectiveness of corporate and regional learning tools, products, programmes and systems.

S/he will have regular contacts with Chiefs of Section/Units and senior field staff, functional teams and groups in UNHCR in order to discuss performance and learning needs issues, design learning strategies and seek support and approval for various initiatives.

The incumbent coordinates and manages budgets for direct implementation, prepares the submission for the budget and activities under his/her responsibility, in accordance with plans approved by the Steering Group and endorsed by the Governance Board, and reviews submissions of his/her direct reports. Within this context, she/he will have to take decisions regarding expenditure of funds and is responsible for maintaining efficient administrative control mechanisms for the Cluster to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.

S/he is supervised by the Chief Learning Officer (P-5), who will provide overall directive and guidance in connection with the work of the Global Learning Centre (GLC).

The incumbent supervises internationally and locally recruited staff members whose performance she/he will monitor and whom she/he will guide and support in their day-to-day functions.

S/he will work with external service providers ¿ consultants, printing and production companies etc. and be responsible for preparing requests for proposals for goods and services and/or signing off on proposals.

S/he also consults with subject matter experts from other UN agencies and non-governmental agencies as necessary on various issues with regard to the development of learning programmes and the provision of training on specific issues.

FUNCTIONAL STATEMENT

Accountability

- UNHCR protection related training activities for UNHCR personnel and partners particularly governments, are designed, developed and delivered to meet operational needs.

Responsibility

Strategy and Policy Development
- Analyse protection-related learning needs in the organisation based on an understanding and anticipation of present and future work force planning, Divisional and Bureau needs, challenges, trends and strategies and subsequent development of appropriate learning responses.
- Coordinate with other sections of DHRM with regard to linkages between recruitment, posting, staff development, career development, leadership, and talent and performance management.
- Contribute to formulation of learning strategies, policies, standards, procedures and guidelines.

Coordination and Protection Leadership
- Coordinate with other Units in the GLC to support and guide the integration of protection principles and standards in design and delivery of other learning and training activities.
- Coordinate with other UN agencies, NGOs, organisations as they relate to the area of "Protection/ Operations and Staff Development".
- Participate in the development of policies and procedures in these areas.
- Deliver speeches, presentations, and initiate debate with a range of external audiences to promote UNHCR¿s objectives in innovative and creative ways which seek to rally support.
- Act as an internal consultant to other training providers, including the world-wide network of field based Learning Coordinators, on a needs basis.

Learning and Training Development
- Oversee, manage and/or design Protection learning programmes, short courses and learning activities for UNHCR personnel and partners (including NGO representatives, government officials, academics, refugee law judges, journalists, etc.) in close consultation with the parent Division.
- With parent-division clearance, develop written materials, guides, job aides, e-Learning as well as workshops, webinars, podcasts, etc. to be used for training/learning/staff development purposes as well as oversees the drafting, editing and production of UNHCR (self-study) learning modules in his/her field of expertise.
- Coordinate with the Learning Solutions Units in the GLC on needs assessment, analysis, learning methodologies and approaches for development, delivery and evaluation of learning activities.
- Organize and facilitate learning activities.
- May have responsibility for oversight for the implementation of all logistical arrangements relating to training/learning activities.

Monitoring and evaluation
- Monitor and evaluate the quality of content, design, delivery, and impact of field-based external training initiatives.
- Lead the analysis of impact of external learning activities with the support of the evaluation function in the Learning Solutions Units - Design.
- Prepare regular and ad hoc reports and compilation of statistics as required.

Resource Management
- Supervise other professional and junior staff in designing and delivery of the various programmes and operations management of learning and training activities.
- Draw up and submits consultancy contracts and/or internship selection.
- Identify and evaluate consultant, prepare and submit consultancy contracts and/or internship selection.  Supervise consultants/interns as applicable.
- Prepare requests for proposals for goods and services.
- Manage budgets for direct implementation; prepare the submissions and reports for the budget and activities under area of responsibility and review submissions of his/her direct reports.
- Perform any other relevant duties as required.

Authority

- Approve budget expenditures for the learning activities under area of responsibility.
- In consultation with parent Division, decide on learning activity priorities.
- In consultation with parent Division, decide on Cluster¿s learning activity content on behalf of the GLC.
- Decide on budget expenditures within Unit¿s budgets, in accordance with plans approved by the Budget Committee.
- Authorize learning activity participant completion for the learning activities under area of responsibility.
- With technical sign-off of Senior Learning Solutions Officers, contract consultants for development/delivery of learning activity(s).
- Represent GLC in meetings with parent division, as well as interagency and partner counterparts.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Advanced University degree in Law, International Relations or Political Sciences.
- 10 years of experience in refugee international protection related work of which a minimum of 5 years in an international environment.
- Extensive knowledge and experience of UNHCR's operations, procedures and issues regarding UNHCR persons of concern.
- Experience in design, development and delivery of learning activities either inside or outside UNHCR.
- Completion of the Protection Learning Programme and /or completion of one of the Thematic Protection Learning Programmes.
- Completion of the PIP and the UN Training Programme on the Prevention of Harassment in the workplace.
- Field and managerial experience.
- Demonstrated research ability.
- Excellent knowledge of English including excellent communication and drafting skills in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Additional coursework in adult education, training (external coursework/certification or internal coursework, such as completion of the Facilitation of Learning Programme.
- Subject matter expertise in management, interpersonal skills, facilitation, presentation, coaching or counselling and team development on top of any functional knowledge needed for the position.
- Work experience in program/operations function(s).
- Additional coursework in organizational psychology or development, or human resources management.
- Facilitation skills or certification.
