Context:

In the aftermath of Hurricane Mathew (category 4), which has severely affected the southern Peninsula of Haiti, IOM has taken the leadership of the Shelter/NFI Working Group. In addition to providing coordination support and technical guidance to shelter partners operating in the most affected areas, IOM Haiti is itself implementing shelter rehabilitation interventions. While maintaining a beneficiary-driven shelter strategy, IOM is providing material and technical support to the households whose homes have been damaged by the Hurricane. Under the direct supervision of the Head of Sub-Office in Jeremie and the overall supervision of the Chief of Mission in Haiti, the successful candidate will be responsible for supporting all aspects related to the successful implementation of IOM Shelter interventions in Grande Anse. S/he will be responsible and accountable for the overall field coordination of a shelter repair project in which shelter repair kits (CGI, timber, rope, etc.) and conditional cash grants will be disbursed to the identified beneficiaries. S/he will be oversee the organization of technical trainings on safe repair techniques, oversee all operations related to the distributions of conditional cash grants and in-kind donations, ensure appropriate monitoring mechanisms are in place for the use of the kits and conditional cash grants and facilitate collaboration with the Protection unit.

1. Provide direct support to the timely implementation of the IOM’s Shelter Repair activities and develop appropriate monitoring tools to ensure their effective development and implementation. 2. Monitor community mobilization, national engineers and Protection team activities, including caseload management, disbursement of cash grants, monitoring visits and follow up. 3. Liaise and act as the focal point for the IOM in Jeremie with relevant interlocutors, including the Municipalities to facilitate information sharing, project cooperation, and promote IOM-implemented initiatives.

4. Contribute to the development of reports, presentations, talking points, and briefings on project activities for donors, including ECHO. Submit weekly progress report to the Head of Sub-office in Jeremie.

5. Represent IOM and participate as needed in meetings and Shelter Working Group coordination mechanisms with local, national, and international partners in order to ensure proper implementation of IOM shelter initiatives in Grande Anse.

6. Closely work with Procurement and Logistics Assistant, Head of Sub-Office, national engineers and Community Mobilizers to ensure that required construction materials are procured and delivered to the respective sites in a timely manner.

7. Analyze implementation progress against programme objectives and report any deviations to the Head of Sub-Office.

8. Perform assessment and/or evaluation missions in the field. Facilitate donor and evaluation visits.

9. Supervise national engineers in the monitoring and verification of construction repairs. 10. Monitor budgets and expenditures to ensure program stays within budget. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social or Political Science, International Relations, Development Studies, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Knowledge and training in local engineering concepts and field construction methodology; Structural design experience essential;

• Professional accreditation from a country with an established building code practice required; • Experience in the structural engineering field; preferably with some experience in the Humanitarian contexts;

• Experience in the design and construction of wood structural elements is required; • Experience in carpentry, teaching or coaching is an advantage;

• Experience working in Haiti is an advantage;

• Good knowledge of Microsoft tools (Excel, PPT, Word);

• Good working knowledge of AutoCAD and production of construction drawings; Page 2 / 4• Capacity to respect deadlines.

Languages

Fluency in French and working knowledge of English is required. Working knowledge of Haitian Creole is an advantage.
