TITLE OF CONSULTANCY-(National) Consultant Physical Education and Sports

LOCATION: New Delhi with travel to states as required

DURATION OF LTA: Upto Seven (7) months from the date of start (JUNE 2017 to DECEMBER 2017).

1. BACKGROUND:
Physical Education and Sports is an integral component of the Child-friendly Schools and Systems (CFSS) framework.  The Right of Children to Free and Compulsory Education Act 2009 (RTE Act), under Section 21 A, also seeks to promote sports and physical education and provides for placement of part time physical and health instructors for all upper primary schools.

UNICEF has been supporting Sports for Development (S4D) programme in primary schools in selected states. Under the S4D programme UNICEF also supported the Panchayat Yuva Khel Krida Abhiyan (PYKKA), a national flagship programme of Government of India in developing a cadre of community coaches who emerged as youth leaders and strived to forge community linkages, reduce differences among various segments of the community in terms of gender, age and social background.

Further to these interventions, on request from the Ministry of Human Resource Development (MHRD), Government of India (GOI), UNICEF has been implementing Physical Education and Sports programme in upper primary schools, particularly, in the civil strife affected sates. In the light of above, the Education Section, UNICEF Delhi has developed training module Prerna which is being implemented in Assam, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha. Technical support to the above mentioned states is required to continue the initiative. Key areas of support would be to assist the state functionaries develop appropriate training modules and conduct the training of teachers.

In 2014, UNICEF entered into partnership with the Government of Jammu and Kashmir (J&K) for programming for promoting protective learning environment, in three districts i.e. Rajouri, Budgam and Leh. UNICEF Delhi initiated Physical Education and Sports programme in selected schools of the three regions, which includes capacitating teachers in providing psycho-social support to children affected by civil unrest. This is in addition to various other interventions to promote child-friendly and child-centric education in J&K.

2. PURPOSE:
This consultancy is being proposed to provide continued support to the implementation of Physical Education and Sports programme, including capacity building programmes of education functionaries along with the roll-out of Physical Education and Sports initiatives and contribute to the realization of child-friendly schools. The consultancy would further support community based Physical Education and Sports initiatives in areas of civil strife as a means of restoring normalcy.

3. MAJOR TASKS:
The specific purpose of this consultancy includes the following:

(i) Assist state governments and partners, to implement Physical Education and Sports programme in Upper Primary Schools.
(ii) Support state governments to design and implement Physical Education and Sports programme in conditions of civil strife, particularly in J&K.
(iii) Support consolidation and expansion of child-friendly schools in J&K, in partnership with implementing partners.
(iv) Document lessons learned and best practices as advocacy tools for mainstreaming and up scaling physical education and child friendly schools.

4. KEY DELIVERABLES
• Provide technical support to states in implementation of Physical Education and Sports programme in upper primary schools.
• Extend coverage of Physical Education and Sports programme in Jammu and Kashmir.
• Support monitoring of Physical Education and Sports initiatives in selected states
• Support UNICEF education team at the ICO in the area of Physical Education and Sports.
• Support implementation of child-friendly schools in J&K
• Document and share best practices

6. PAYMENT TERMS

• Payment is linked to receipt and satisfactory acceptance of deliverables.
• Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
• Per Diem will be reimbursed at UNICEF consultant rates.

7. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
• At least a Master’s degree in Education or Social Sciences
• 5 years of experience working on quality improvement projects in Physical Education and Sports programme, including in areas affected by civil strife
• Experience working on and supporting UNICEF projects at a national and/or state and/or local level will be an advantage
• Strong understanding of state systems of education and modalities for quality improvements
• Strong understanding of issues of social inclusion and quality in education
• Experience of training teachers and on quality education including on PE, Sports and Life Skills.
• Harmonious working relationships and ability to carry out delegated tasks in a timely manner

  The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

1. Relevant educational qualifications of the candidate (8 Min/ 10 Max Marks)
2. Relevant experience of building capacity of government functionaries on Physical Education and Sports and on child-friendly schools, particularly in conflict affected areas(20 Min/ 25 Max Marks).
3. Experience of working with Government/Bilateral/International/UN agencies
(16 Min/20 Max Marks)
4. At least two samples of previous work in relation to content development on physical education and sports and child-friendly education(Min 20/25 Max Marks)

Total technical score – 80. Minimum overall qualifying score is 64. Only those candidates who meet the overall qualifying marks of 64 as well as score the minimum cut-off in each of the above sub-criteria will be considered technically responsive and their financials will be opened.
