ACDI/VOCA has approximately 50 projects in 30 countries and total revenues of approximately $174 million.
We are seeking a D.C.-based AMS Systems Manager will manage three critical segments to the operation of AMS. This includes: prime award administration; subaward grant management system (SAMS) support; and administration and maintenance of AMS information and document management systems.

Primary activities include but are not limited to: provide expert advice to HQ staff and field offices on regulatory requirements of prime awards and subawards; research and give interpretations of all donor rules and regulations for assistance and acquisition instruments including Code of Federal Regulations, Federal Acquisition Regulations, USAID Automated Directives System, and agency-specific supplemental acquisitions regulations; provide quality assurance to communications with donors on contractual and regulatory issues concerning award negotiations, modifications, and request for contractual approvals; and review subawards and all supporting documentation including negotiation memos, budgets, program descriptions, and scopes of work to ensure compliance.

In addition, this position will be the principal implementation manager of the Subaward Grant Management Systems (SAMS). They will work closely with the software developer and Staff Learning and Development department to create instruction material for users of SAMS. They will also work with the Senior Director of AMS to develop a guideline to staffing requirements and best practice operations to be utilized with SAMS. This person will provide in-country to grant and technical staff on utilizing the software, among other processes related to the system. After the completion of each roll-out of SAMS within the field, this person will create reports about the process and make recommendations for improvements. In addition, they will serve as the primary contact for subgrant related support on SAMS, including coordinating system maintenance, administration, and troubleshooting.

Minimum Qualifications require a Bachelor’s degree in Information Technology, International Development, Law, or related field required; Master’s degree preferred. Minimum of seven years of experience in U.S. government contracts, grants, or finance administration, at pre-award and post-award stage. Experience with and/or knowledge of USAID and international development organizations is preferred. Strong organizational skills, candidates that are solution-oriented and have the ability to prioritize and delegate tasks required. Fluency in English required. French and/or Spanish language skills desired. The ability and willingness to travel internationally is required.
