Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Head of Policy & Programme Support Division (PPSD) maintains regular contact with international, government, and non-governmental partners and contributes to regular national and regional policy dialogue and policy development in the European Economic Area region. S/he also coordinates policy, liaison and advocacy work with the European Institutions and EU Member States, as well as manages the Division providing technical programming support and advices to the country offices in the EEA and also on EU funded programs for IOM Missions worldwide.

Core Functions / Responsibilities:

Policy & Liaison Functions

1. Lead relationships with international, governmental and non-governmental partners, and advise the IOM Country Offices on partner and donor priorities, preferences and regional synergies in the field of migration.

2. Highlight migration policy issues in the region and advise Country Offices on national and regional trends, policies and legislative frameworks in the field of migration in close collaboration with the Regional Thematic Specialists (RTS).

3. Provide advices for the development of national and regional migration policies in close collaboration with the RTS, concerned Country Offices and Headquarters (HQs). 4. Identify, promote and foster strategic, partnerships with academic institutions, think tanks and research institutions within the region, and conceptualize policy-oriented research in coordination with RTSs and, where relevant, with the Regional Research Officers and/or Headquarters.

5. Oversee contributions to regional policy dialogue and the exchange of best practices through expert meetings and preparation of policy briefs with the RTS.

6. Lead and maintain, in collaboration with the RTSs, the establishment of systems to make regional migration trends, policy development and data widely available on a regular basis Page 1 / 4within and outside IOM in a reliable and comprehensive manner. 7. Monitor and support migration-related Regional Consultative Processes (RCPs) and regional government and non-government bodies.

8. Ensure appropriate coordination and information sharing within the region and between the region and relevant Departments at HQs.

9. Guide IOM liaison strategy with the European Commission, European External Action Service, Council of the European Union and European Council, the European Parliament, the Representations of the EU Member States and those of other IOM MSs (such as the US), NATO and ACP. Supervise the preparation of policy/position papers and institutional statements.

10. Ensure to the realization of specific liaison efforts focused on influencing EU political decision-makers.

11. Manage the Regional Office (RO) Brussels communication with HQs and IOM Missions worldwide on EU matters.

12. Supervise that timely briefing and recommendations is provided to the Office of the Director General (ODG) on strategic and sensitive issues pertaining to EU policy and programs. 13. Lead the drafting of official communications to EU Institutions/EU Member States and to Headquarters and IOM Missions worldwide on migration related issues at the level of the European Union and IOM related policies and activities.

14. Monitor developments of EU led debates and policy discussions on migration and advise Country Offices worldwide.

Programme & Resources Mobilization

15. Provide advice to Country Offices on resource mobilization. Coordinate revision and endorsement of narrative donor reports submitted by Country Offices, according to the procedures specified in the IOM Project Handbook.

16. Support regional strategic planning exercises, and provide support for country level strategic planning, as required and in collaboration with the RTSs.

17. Supervise IOM responses/submissions to the EC’s centralized call for proposals and tenders and ensure that these comply with the EC administrative, legal and procedural requirements.

18. Lead RO Brussels support to IOM Missions in developing and preparing project proposals in compliance with the requirements of IOM and the EU (templates, procedures etc.). 19. Provide policy counsel and programmatic assistance to IOM missions in Europe and worldwide which are implicated in EU funded programs.

General Management Functions

20. Directly supervise and manage the Division staff (currently at 40+ persons). 21. Participate in the development and implementation of short/medium to long-term management objectives and strategic policy goals.

22. Ensure collaboration and consistency of approach among the RTS and EU policy support staff.

Page 2 / 423. Direct process flows and establishes internal processes within the Division in order to ensure compliance with IOM policies and strategic objectives.

24. Provide recommendations to the Regional Director (RD) liaison, policy as well as operational issues.

25. Support the RD in the overall management of RO Brussels.

26. Provide policy and programmatic relevant inputs to the RO’s annual budget submission. 27. While acting Officer in Charge, deputize the Regional Director in all his functions including supervision of operations, as well as endorsing administrative and programme as well as with regards to liaison and negotiations with EU institution partners and EU MSs. 28. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration studies, International Relations and/or Law from an accredited academic institution with ten years of relevant professional experience; or

• University degree in the above fields with twelve years of relevant professional experience. Experience

• Minimum 7 years of experience in liaison with governments and diplomatic authorities as well as international institutions – of which at least 3 with European Institutions; • Minimum 7 years of experience in strategic/policy negotiations with governmental and diplomatic authorities as well as international institutions – of which at least 3 with European Institutions;

• Minimum 7 years of experience in resources and staff management;

• Minimum 5 years of experience in the field of project development and management in at least two IOM thematic areas and at least two distinct regions and EC funded programs; • Outstanding negotiating, leadership and facilitation skills;

• Solid knowledge of IOM’s operations in emergency and post-crisis contexts; • Solid knowledge of IOM’s institutional settings.

Languages

Fluency in English and French is required. Knowledge of other languages of the region is an advantage.

Internationally recruited professional staff are required to be mobile.
