Who are we?
DRC has provided humanitarian assistance to people in need in Myanmar
since 2009. DRC is currently engaged in humanitarian response in Rakhine,
Kachin, and Kayah. In Rakhine, activities are targeting local vulnerable
populations, as well as the around 140,000 internally displaced persons (IDPs)
that had to flee waves of violence in 2012. DRC implements a multi-sectoral
response, delivering shelter, community infrastructure, Water, Sanitation &
Hygiene (WASH), Non-Food Items (NFIs), livelihoods, and protection assistance,
including GBV and child protection), to IDPs and conflict-affected populations.
DRC’s protection programme in Rakhine, which started at the onset of the
violence, includes regular protection monitoring and related referrals, reporting
and advocacy work, individual protection assistance to the most vulnerable, and
awareness raising/trainings for government officials and community leaders on
the rights of the IDPs and conflict-affected populations, as well as GBV
prevention and response.
DRC works in 29 locations in Sittwe and Pauktaw, conducting protection
monitoring, GBV prevention and response, and case management, including
referrals and provisions of individual protection assistance (IPAs). To lead
this work, DRC is looking for a candidate with the requisite energy levels,
ambition, and experience to work independently to deliver quality protection
programmes on the ground.
About the job
The Protection Manager is based in Sittwe, Rakhine State, Myanmar, with
regular travel to field locations in Sittwe and Pauktaw. He/She will be
responsible for technical and managerial oversight and implementation for
protection activities in Sittwe and Pauktaw townships.
Main Responsibilities
The Protection Manager will be responsible for the following activities,
under direction and supervision of the Rakhine Protection Coordinator:
- Manage, supervise, and monitor the day to day implementation of DRC’s protection-related activities in Sittwe and Pauktaw Townships in Rakhine State;
- Identification of protection concerns through field monitoring visits and assessments and ensure that implementation is in accordance with the relevant DRC/DDG standards, guidelines and SOPs, and in coordination with relevant actors in the field;
- Provide technical oversight to case management activities, including the development of case management plans, provision of psychosocial support, referrals, and follow-up;
- Provide technical and project support to national staff in the implementation of activities, including training sessions when necessary and appropriate;
- Coordinate closely with UNHCR, (I)NGOs, and other stakeholders to ensure a participatory, transparent, and coordinated approach;
- Manage multi-grant protection project budget in order to maintain program expenditure within budget parameters including preparing and utilizing budget forecasting and follow up tools.
- Ensure that indicator tracking for all programme indicators and outputs is properly managed and updated
- Ensure timely reporting of programme activities as per internal and donor deadlines
- Perform any other relevant tasks as requested by the Coordinator.
About you
To be successful in the position, you should meet
the following requirements:
- University Degree in law, international (humanitarian) law, international relations, political science, or similar;
- Minimum 3 years international experience implementing and developing Protection programs in emergency and post-conflict environments with limited/degraded local resources and infrastructure in remote environments;
- Demonstrated ability to conduct training on protection and human rights topics, including staff training;
- Minimum 2 year experience in programme and budget management with a multi-grant programme required;
- Experience working as part of a team and strong staff management skills;
- Experience of data management, databases, and M&E tools desirable;
- Fluency in English.
Conditions
Duty
Station: Sittwe, Rakhine State, Myanmar, classified as a non-family duty
station, with regular travel to project areas.
Contract:
1 year, renewable dependent on funding and performance. Salary and conditions
in accordance with the Danish Refugee Council’s Terms of Employment for
