1.         Organizational context

 

The post is located in the Division for Least-Developed Countries (DLDCs) of the Development Sector.

 

The Division provides and manages advisory services, capacity building and technical assistance programs for Least-Developed Countries at the national, sub-regional and regional levels, through coordination with various sectors within the Organization.

 

The Senior Counsellor is responsible for promoting coherence and the integrated delivery of the Organization’s technical assistance and capacity building program for the countries assigned, as well as other project-based initiatives consistent with the expected results and agreed performance measures agreed at the level of the Division. The incumbent will use a results-based country-specific technical assistance approach, taking into account international agreements for buildings IP institutions and systems which is aligned to the Organization’s biennial and annual work plans and designed to empower the country’s stakeholders to use intellectual property tools for economic growth and development.

 

The incumbent works under the supervision of the Director of the Division for
Least-Developed Countries.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)   Design, manage, champion and evaluate multi-dimensional project based technical assistance initiatives in order to tailor-fit to selected countries and/or situations and test their feasibility, in order to refine the concept or improve the project before full-fledged implementation or replication to more countries;

 

 

(b) Develop and manage institutional relationships, and engage with international, regional or sub-regional organizations, both in the public and private sector, in order to advance the Organization’s reputation, promote cooperation in various areas of IP, and advocate for broad program and Organizational objectives that augment national initiatives of assigned countries;

 

(c)  Formulate innovative policy and IP service delivery, and integrate substantive specializations and country-specifics into a coordinated IP service platform; identify, prepare and make recommendations on the transfer, adaptation, development and acquisition of appropriate technology for the development of LDCs, in cooperation with national development institutions;

 

(d)   In collaboration with other staff of the Division, explore possibilities of acquiringextra-budgetary resources or Funds-in-Trust that will be useful to carry out activities for the benefit of LDCs and manage existing extra-budgetary resources;

 

(e)    Initiate, identify and develop measures to strengthen cooperation in the field of IP among LDCs and with other intergovernmental and non–governmental organizations (NGOs); ensure knowledge sharing on project activities among stake holders and partners for development;

 

(f)  Represent the Organization at sub-regional, regional and international conferences and meetings, give speeches and presentations, and promote and advance the programs, services and activities of the Division and the Organization and identify and recognize exemplary  practices in implementing technical assistance activities;

 

(g)  Prepare and update impact, policy, financial, evaluation and statistical reports on a regular basis;

 

(h)    In his / her absence represent the Director of the Division and participate in meetings within and outside the Organization;

 

(i)      Perform other related duties as required.

 

 

Education

      

Essential\:

Advanced university degree in applied science, law, economics, international relations, development studies, intellectual property, engineering or a related field. A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

       

Desirable\:

Project management certification.

 

 

Experience

 

Essential\:

At least 12 years’ relevant professional experience at the national and international level including significant experience in the field of technical assistance, capacity building or development programs and activities.

 

Experience working in the field of IP.

 

Project management experience.

 

Desirable\:

Experience building IP institutions and formulating policies and strategies at the national level in developing or least developed countries.

 

Experience with and understanding of Results-Based Management.

      

Languages

      

Essential\:

Excellent knowledge of written and spoken English.

 

Desirable\:

Knowledge of other official UN languages, particularly French.

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the May 2017 rate of 67.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
