PROGRAMME SPECIALIST

Under the overall authority of the Assistant Director-General, Education (ADG/ED), guidance from the Director of the Division for Policies and Lifelong Learning Systems and direct supervision from the Chief of Section of Education Policy, the incumbent is responsible for implementing, monitoring and reporting projects and programmes. S/he will identify potential collaborations and ensure regular communication and exchange amongst teams, colleagues, peers and stakeholders in the area of education policy and planning, with an emphasis on Education Management Information Systems and simulation models. The incumbent will perform the following essential duties\:

  • Implement, monitor, evaluate and report on projects and programs, including the creation and dissemination of publications and toolkits in education policy and planning.
  • Provide advice to governments, management and colleagues in education policy and planning, and lead education policy reviews.
  • Contribute to, and provide strategic guidance on, the activities and projects of UNESCO related to Education Management Information Systems and simulation models, and coordinate the technical support to Member States in this area.
  • Provide guidance and monitor the work of regional and field offices in the domain of educational planning and offer technical support, including capacity development resources, in education policy and planning.
  • Liaise with colleagues within the Education Sector and in other Sectors, Field Offices, Institutes and stakeholders to discuss developments and exchange and archive ideas.
  • Contribute to resource mobilization by playing an active role in funding and project proposal developments, submissions and follow-up. Locate and mobilize resources, and ensure the preparation of extra-budgetary projects progress reports, including the submission of essential information to concerned parties to support the timely finalization of accurate financial reports.
  • Participate in the formulation of specific strategies in education policy and planning.

EDUCATION

  • Advanced University degree (Master’s or equivalent) in education, public policies or in an area related to education development or planning. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE

  • A minimum of 4 years of relevant professional experience in in the area of education policies and planning, of which at least 2 years acquired at the international level.
  • Experience in education policy advice, formulation, and evaluation.
  • Experience in the use of planning, monitoring and evaluation tools in education.
  • Demonstrated hands-on experience in the use of Education Management Information Systems.

SKILLS/COMPETENCIES

  • Recognised ability to link educational planning to wider societal and economic needs.
  • Proven ability to draft high quality, clear, concise documents and reports.
  • Fund raising and resource mobilisation skills.
  • Excellent coordination, interpersonal and negotiation skills, as well as an ability to network with a range of partners, donors and other stakeholders.
  • Excellent presentation skills and ability to communicate effectively and persuasively in a multicultural environment.
  • Excellent IT skills.

LANGUAGES

  • Excellent knowledge of English (written and spoken) and good knowledge of French.

EDUCATION

  • PhD or equivalent degree in education, public policies or in an area related to education development or planning.
  • Advanced training in economics, statistical analysis or planning.

WORK EXPERIENCE

  • Proven experience in providing expert advice on Education Management Information Systems and simulation tools at the international level.
  • Demonstrated professional experience in management, design and coordination of education plans and strategies at the international level.

SKILLS/COMPETENCIES

  • Familiarity with the work and functioning of the UN System, including key mechanisms such as the UN Development Assistance Framework (UNDAF), UN Country Team (UNCT) mechanisms, Delivering as One (DAO) and UN Joint Programming and UN inter-agency initiatives.
  • Knowledge of the 2030 Global Agenda for Sustainable Development, its related goals (SDGs) and, in particular, SDG 4.

LANGUAGES

  • Good knowledge of another UNESCO official language (Arabic, Chinese, Russian and Spanish).
