Context:

Iraq has experienced a series of conflict-related emergencies over the past decades, and as a result there have been considerable movement of people, including IDPs, refugees (departing and arriving) and returnees.

IOM Iraq provides a range of services and support migrants and to the countries of resettlement and return including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections programmes.

Under the direct supervision of the Senior Emergency Officer in Iraq, and the overall guidance of the Chief of Mission, the successful candidate will be responsible and accountable for the operations and movement management in Iraq, including both resettlement and AVRR activities.

Core Functions / Responsibilities:

1. In coordination with the Senior Emergency Officer, oversee refugee resettlement programme departures to the US, Canada, Australia, Europe and any other countries of resettlement, and Page 1 / 4oversee and/or coordinate all resettlement-related activities in Iraq, including case processing, country selection missions, ground transportation, accommodations, health checks, cultural orientation courses, flight bookings and government formalities.

Plan, coordinate and implement non-resettlement programs and activities, including assisted voluntary return and reintegration (AVRR), movement-related response and recovery interventions in emergency or post-crisis situations, family reunification, immigrant travel, repatriation operations and document verification activities in Iraq, working closely with governments, the United Nations High Commissioner for Refugees (UNHCR), the Department of Operations and Emergencies (DOE), the Resettlement and Movement Management Division (RMM), IOM New York, and other relevant IOM Missions and partners as needed.

but not limited to: the provision of training and technical assistance, the development and updating of TOR, participation in recruitment, the delegation of duties and giving feedback to staff members on their performance on a regular basis.

5. Manage and supervise all aspects of IOM departure activities at the airport, including pre-embarkation and airport processing.

6. Facilitate the reception of refugees originating from remote locations or satellite cities and implement onward international travel arrangement to the countries of resettlement. 7. Implement procedures related to movement operations applications (iGator and Mimosa), and train and supervise as required. Assess and make recommendations on the departure systems for the Mission.

8. Ensure compliance with IOM agreements with airline carriers to ensure efficient, low-cost movements of refugees in coordination with Resettlement and Movement Management Department (RMM). Negotiate as needed with other vendors to ensure low-cost and effective services for migrants.

9. Review operational procedures and streamline or clarify them as necessary in coordination with the relevant entities. Monitor and review budgets and financial reports as needed in coordination with the finance department.

10. Prepare and distribute travel projections and monthly movement reports, including status reports for each resettlement country, and report on airline usage and project codes. Prepare other reports, briefings, background information, narratives and statistical reporting as necessary and required.

11. Serve as the primary resettlement and returns interlocutor and develop and maintain working relationship with IOM partners, including government entities, UNHCR and the relevant resettlement countries’ government authorities;

12. Maintain and monitor the confidentiality of all refugee program matters to ensure integrity by following the relevant standards of conduct and IOM data protection rules. Take necessary measures to prevent and mitigate fraud in movement operations in Iraq.

13. Represent IOM at all meetings, particularly resettlement and returns related meetings, with government entities, UN agencies and the countries of resettlement and returns. 14. Perform such other duties as may be assigned.

Education

• Master’s degree in Social Science, International Relations, Regional Studies or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• At least five years relevant experience in refugee processing and or movement operations; • Demonstrated capacity to liaise with at a senior level with Government and UN partners; • In-depth knowledge of the resettlement protocols of UNHCR and the primary countries of resettlement;

• Demonstrated ability to supervise staff and coordinate activities and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. • Sound knowledge of project implementation;

• Competency with Amadeus, GATOR and MiMOSA is an advantage;

• Knowledge of AVRR projects and protocols is an advantage.

Languages

Fluency in English is required. Working knowledge of Kurdish and Arabic is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
