Context:

Under the overall guidance of the Chief of Mission (CoM), and the direct supervision of the Programme Manager (Migration Management) the successful candidate will ensure that peace and gender components are integrated into existing programmes delivering on security in Iraq and develop, implement new projects in the area of gender, peace and security. Core Functions / Responsibilities:

1. Under the supervision of the Migration Management Programme Manager, with the technical guidance of, and in close coordination with, the Senior Project Officer (Community Policing), oversee the implementation of “Community Policing in Return Areas in Iraq” project, ensuring

peace, security and gender components are integrated. This includes: a. Supervise personnel under this project, including IOM staff and consultants to ensure targets are met.

b. Supervise budget lines under this project and liaise with Resource Management Officers to ensure spending is on track.

c. Manage the administration of baseline data collection in the targeted communities, ensuring peace, security and gender components are included.

Page 1 / 4d. Coordinate the establishment of the Community Policing Forums (CPF) under this project and ensure peace, security and gender components are integrated.

2. In line with internal mission and organisational procedures and coordinating with the relevant departments, seek funding for new projects focused on strengthening gender, peace and security in line with the overall strategy of the CP projects as part of the Migration Management programme.

3. In close coordination with Community Policing (CP) colleagues, participate, review and coordinate the preparation of the training courses for the focal points of the community, police and directorates of the ministry of Interior, to ensure peace, security and gender components are integrated.

4. In close coordination with CP colleagues, assist in the monitoring activities delivered under the CP project to ensure that peace, security and gender issues are addressed if they arise. 5. In close coordination with CP colleagues, identify opportunities to further strengthen peace, security and gender concerns in the existing CP programming.

6. Liaise and coordinate with internal mission, regional office and HQs structures to ensure that gender, peace and security activities are in line with IOM policies and procedures. 7. Support the Migration Management Programme Manager and the Senior Project Officer (Community Policing) in Liaising and coordinating with external actors on issues regarding peace, security and gender as required through-out programme implementation and as requested by the mission, Regional Office, and HQs.

9. Report on a monthly basis all activities performed using IOM templates.

10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Previous experience working in issues of peace, security and gender, specifically in Iraq; • Previous work in relevant issues such as migration, displacement, and humanitarian assistance, the Middle East, or Iraq is essential;

• Excellent knowledge of programme management cycle, including managing budgets, monitoring work plans, and managing project staff

• Experience in programme development, project monitoring and evaluation required; • Excellent project development and report writing skills;

• Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc.

Internationally recruited professional staff are required to be mobile.
