NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997. Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Yumbe, Moyo, Adjumani and Arua in West Nile. With funding from UNHCR, SIDA, NMFA, ECHO, NRC is implementing integrated projects in Yumbe/Moyo/Adjumani/Arua refugee settlements.
The Education Project Development Manager (PDM) is responsible for the development and monitoring of the Education core competence in West Nile.

Job description

Generic Roles and Responsibilities
Develop strategies for Education programme
Monitor the Education projects and ensure high technical quality and synergies
Prepare/verify proposals related to this sector
Evaluation, review and quality control of ongoing and completed projects
Identify trends in conditions/standards and donor priorities and assess better ways to assist
Training and development of staff
Ensure adherence to the CC tools and handbooks and other NRC policies
Develop partnerships in the humanitarian community and coordinate with authorities at regional and ministry level

Specific responsibilities
Responsible for providing CC contextual analysis and needs assessment as input to Country Strategy and Contingency Plan
Accountable for development of CC strategies and CC Macro LFAs
Accountable for ensuring programme M&E according to NRCs standards
Lead local partners’ assessment, selection and capacity building
Responsible for development of funding forecasts for country programme and grants management calendar, including maintaining a schedule for donor reporting and compilation of narrative and financial donor reports
Accountable for grants opening and closure meetings at country level
Funding Possibilities –advise AM on funding possibilities
Accountable for development of grants proposals and budgets
In-country representation of NRC
Promote the rights of IDPs/refugees in line with the advocacy strategy
Line management of project coordinators, M&E staff and other senior program staff

Qualifications

Post Graduate Qualification in Project Planning and Management or M&E with a bachelors in, Education or other related field
Minimum 5 years’ experience from working as a senior Project Manager/Programme Manager in a humanitarian/ recovery context
Experience from working in complex and volatile humanitarian contexts
Core competency expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge and experience of humanitarian context in East Africa
Experience in partnership and capacity building
Documented results in advocacy work for refugees or IDPs
Broader understanding of the Education Core Competence
Valid driver’s license
