The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the assistant position is to assist in the day to day implementation of the food security and livelihood (FSL) projects

Job description

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by line manager.
  • Ensure proper filing of the project documents.
  • Assist the FS engineer to Identify feasible fish landing and handling sites/fish markets need rehabilitation in coordination with the FSL team and the concern stakeholders.
  • Collect civil engineering data from the sites and identify the rehabilitation work to be done in
  • Assist the FS engineer in developing the detail drawings and design for rehabilitation related works.
  • Assist the FS engineer in preparing the detail bill of quantities (BoQs) per site including the estimated cost for all the targeted fish landing sites and fish markets.
  • Supervise, follow up and monitor the construction works and provide feedback to contractors and report to the FS engineer.
  • Prepare regular project activities progress report and report activities progress to the the FS engineer.
  • Carry out any other duties requested by line manager.
  • Help plan and take part in needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  • Take part in technical surveys for FS related infrastructures, prepare BOQs, drawings and cost estimates.
  • Prepare detail implementation plans, monthly and weekly plans of FSL activities in his/her area.
  • Help plan activities for effective implementation of FSL activities.
  • Collate data from the incentive workers and prepare regular reports on activities and FSL conditions for monitoring.
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate within the FSL sector and between sectors such as WASH, education and shelter.
  • Prepare activity implementation and monitoring reports.
  • Supervise construction and rehabilitation of FSL related infrastructure and ensure all construction is done with quality as per specified technical drawings and BOQs.
  • Facilitate appropriate community involvement in the design and delivery of essential FSL projects activities.
  • Beneficiary and other stakeholder community mobilization.
  • Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the FSL program.

Qualifications

  • Technical background in construction works. University Degree in Civil engineering, Construction or Surveying.
  • Proven practical experience in designing, estimation and supervision of shelter related projects for at least 3 years preferably with an INGO.
  • Proven ability to use MS Office software (especially Word and Excel) and AutoCADXX.
  • Experience from working as a Project assistant in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Some knowledge of English.
