Purpose of Assignment: Under the supervision of Chief, Human Resources provides guidance in human resources in areas of : Recruitment, Selection and Placement; Policy Implementation and HR Administration; Capacity Building and Career Development; Human Resources Audit preparation, Consultancies and enhancing the Consultants Database, revamping our Welcome Package, centralizing our HR data and reports.

Purpose of Assignment:

Under the supervision of Chief, Human Resources provides guidance in human resources in areas of : Recruitment, Selection and Placement; Policy Implementation and HR Administration; Capacity Building and Career Development; Human Resources Audit preparation, Consultancies and enhancing the Consultants Database, revamping our Welcome Package, centralizing  our HR data and reports.

Major Tasks and responsibilities:

Recruitment: Support, implement and administer the effective and timely recruitment processes in the hiring, developing and retaining the best talents available to support the strategic human recourses needs of the office and the organization. Promote equity, transparency, and consistency in the selection and placement of staff.

Support the office's human resources needs for national professional officers, general service, and temporary employees by implementing proper and expedient recruitment procedures.  Ensure organizational human resources targets are met while ensuring the recruitment and retention of a diverse body of staff of the highest caliber. 

Work to establish a targeted approach to recruit specialized talent, with particular focus on MTSP areas, to fill posts requiring specialized expertise, at the global, regional, or local level.

Establish and implement results-oriented action plans and sound budgets to coordinate targeted recruitment efforts with identified need at UNICEF in the short-term, intermediate-term, and long-term.

Administration of consultants’ contract: Support, implement and administer effective and timely recruitment processes in the hiring of National and International Consultants. Undertake negotiating fees range and make conditional offer of the consultancy. Prepare documentation for submission to CRC for review of all SSA exceeding CRC limit. Closely coordinate with supply and programme unit to ensure proper documentation. Submit the cases for approval.

Audit preparation: Support the HR team and operations units in preparation of the forthcoming internal audit. Review of HR files and documents and ensure it is compliance with audit requirements and where necessary guide the team accordingly.

Emergency Preparedness: Assists in monitoring and assessing the emergency preparedness plan including its validity for the current crisis, i.e., the security situation and immediate actions needed, the ability of the office to function, the funds that have been reallocated from existing sources, etc.  Advises on adapting the emergency preparedness and response plan as necessary, with particular attention to gender issues that may be expected to intensify during emergencies.  

Qualifications or Specialized knowledge and work experience required for the assignment:

  1. Education

Advanced university degree or equivalent backgrounds, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.

  1. Work Experience

Five years of relevant professional HR Management work experience with UNICEF or other UN Agencies. 

Relevant HR experience, with proven experience in recruitment and staff selection.

Preference is for candidate with international experience or have had international exposure in areas of HRD.

Works well with people and has notable drive for results and client oriented.

Fluency in English and has strong communication skills.
