The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Director of Technology/CIO

To continue to be at forefront of quality humanitarian assistance to displaced people, NRC is positioning itself to exploit the potential of technology, data and innovation. The Director of Technology will lead the work to use data and technology to modernize NRC and increase impact of its programs, and position NRC to lead and define the use of technology in the sector.

The Director of Technology/CIO will line manage the HO ICT Development section and matrix manage ICT resources across the NRC Country programmes. He/she will convene and lead global ICT governance. 

Job description

  • Develop, follow up and report on NRC’s vision, strategy and architecture for ICT and digital transformation across the organisation
  • Develop and maintain the NRC ICT governance model
  • Convene and lead global IT governance through relevant management groups, IT professionals groups, etc.
  • Have responsibility for procurement and performance of NRC's global ICT equipment and enterprise-wide software
  • Be responsible for the security, availability and integrity of NRC’s systems and applications
  • Promote and support innovation initiatives (particularly those including technology and digital initiatives)
  • Line management and budget responsibility for ICT Development section at Head Office, and matrix manage ICT units across the organisation in technical line as per NRC ICT governance model
  • Coordinate suppliers in connection with ongoing ICT projects / challenges with ICT solutions and infrastructure

Qualifications

  • Higher education within technology, engineering, or similar
  • Minimum 5 years of relevant experience
  • Field experience from humanitarian work, especially NRC, a preference
  • Strong analytical and strategic capacity
  • Excellent organisational and leadership skills
  • Documented results related to the position’s responsibilities
  • Ability to develop, execute and promote strategic leadership in complex matrix organisation
  • Ability to develop partnership models and entrepreneurial approaches
  • Personal suitability to the position will be emphasized
