NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Cash based interventions (CBIs)
Cash transfer programming specifically the use of cash and vouchers offer targeted populations increased flexibility and choice when it comes to their own needs prioritisation. NRC uses CBIs as a tool with high potential for enhancing the impact of interventions responding to a range of needs and opportunities. From saving lives to developing capacities and to repatriate/re-settle.
Consultancy overview
NRC is investing in preparedness and prepositioning for CBIs; part of this approach is assessing the feasibility of prepositioning a number of payment solutions. To support this NRC wishes to undertake a consultancy to undertake a ‘mapping’ of up to five countries of operation to understand what payment systems would be appropriate, what solutions already exist and to develop and understanding of local regulations.
One of the key areas of this consultancy will be to investigate the feasibility of prepositioning payment solutions at a global level. A key reason for this is that many countries have systems in place already, meaning there is the risk of creating parallel systems. Therefore, NRC sees the importance of exploring different options and assessing feasibility of a number of different solutions that could work across different contexts. The Consultancy will focus on 2 – 3 countries in East Africa.
Specific tasks/objectives:

Compare global solutions with local payment solutions (cash and voucher based) in up to five countries.

Asses local financial compliance related to, but not limited to country specific Know Your Customer (KYC) Compliance, Legal issues / constraints of bringing in an external payment solution into a country.

Assess options for global preposition of payment solutions
Deliverables:

Report with key findings from each country

Key recommendations for global prepositioning of cash payment systems

“Checklist’ of key areas for implementers to consider when contracting payment services

Recommendations of key areas to include in tender documentation

NRC is looking for a consultant with the following experience and qualifications:

Experience of working with financial service providers and knowledge of financial regulation and compliance
-
Significant experience of CTP and market based approaches.

Knowledge of basic financial compliance
-
Well connected and has relevant networks.

Excellent communication and inter-personal skills
-
Fluent in English (French and Arabic Language skills desirable)

Ability to articulate findings and write clear and concise reports
