The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

The Position of WASH Technical Assistant (Solid Waste Management) is therefore required to establish and implement the activities in the camp. All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability.

Job description

1. Adhere to NRC policies, tools, handbooks and guidelines
2. Assist with the implementation of the support function portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Promote and share ideas for improvement of the support function
6. Participate in needs assessments, and feedback findings to the stakeholders.
7. Collate data from incentive workers and prepare regular reports on activities and WASH conditions for monitoring.
8. Assist the WASH Officer in providing technical support in the development of NRC’s sanitation programming on solid waste management
9. Coordinate with the entire WASH team to ensure that the various aspects of the WASH response are integrated.
10. Liaise with community leaders and other sectors in the mobilization of the community for mass clean-up activities in the camp.
11. Participate in the development of monitoring tools to effectively monitor project progress.
12. Research on modern methods of solid waste management and recommend improvements to the existing system.
13. Supervise the collection of wastes from the communal collection points to the landfill and ensure the landfill is managed.
14. In collaboration with the Public Health promoters, ensure all public places and main paths are clear of any wastes.
15. Organize regular clean-up campaigns in co-ordination with the Public health promotion team.
16. Ensure all carcasses are collected and disposed safely in the carcasses pits or buried.
17. Supervise Solid Waste activities in line with relevant standards, codes of conduct and humanitarian principles.
18. Use participatory approaches throughout the programme cycle, in training and in use of tool kits and other materials.
19. Take account of gender, protection, HIV, the environment and other important cross-cutting concerns in programme design, implementation and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children and people with disabilities.
20. Any other assignment as may be required by the WASH officer.

Qualifications

• Experience from working as an WASH Assistant or Officer in a humanitarian/recovery context
• Documented results related to the position’s responsibilities
• At all times in and outside work adhere to NRC Code of Conduct
• Technical background in Public/Environmental Health. Minimum of Diploma in Public Health, Environmental Health, Environmental Engineering or similar relevant discipline.
• Proven practical Knowledge in the planning and execution of WASH Programmes in a humanitarian and development programme.
• Experience in solid waste management including landfills and undertaking clean-up campaigns.
• Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
• Experience in capacity building and training of staff and target groups.
• Political and cultural awareness and experience of working where insecurity is a major issue.
• Language: Fluency in written and spoken English is essential; fluency in Kiswahili is highly desirable.
• Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
• Sensitivity to the needs of disadvantaged populations (minority groups).
• Demonstrated experience of integrating gender and diversity issues into WASH Programming.
• Fluency in English, oral and written

• Commencement: 1st July 2017
• Contract duration: 6 months’ contract with possibility of extension subject to funding availability
• Salary/benefits: According to NRC’s general directions in Tanzania. The candidate will observe NRC’s code of conduct and working hours for NRC Tanzania.
