The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

The Position of WASH Officer (Hygiene Promotion) is therefore required to establish and implement the activities in the camp. All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability.

Job description

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated WASH project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Promote and share ideas for technical improvement
7. Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports
8. Facilitate formation of school and environmental health clubs in liaison with the club patrons to help promote safe WASH practices
9. Undertake trainings on hygiene promotion for the school health club members, health club patrons, hygiene promotion incentive staff and the vector control team
10. Assist in developing relevant IEC materials that will be used for training and in carrying out hygiene promotion activities within the camp.
11. Development of rapid response and contingency plans, to include emergency preparedness plan for cholera outbreaks, sudden refugee influx
12. Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for hygiene promotion staff.
13. Design an appropriate vector control strategy that is cost effective and will take into consideration environmentally friendly techniques. Will be required to take lead in the carrying out indoor residual spraying.
14. Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH programme.
15. Help identify needs for hygiene and sanitation items for institutions including the health centers, hospital and other informal schools.
16. Collect relevant health data on WASH related illness to be able to monitor on the impact of the public health promotion programme

Qualifications

• Experience from working as a Shelter Officer in a humanitarian/recovery context
• Documented results related to the position’s responsibilities
• Degree/Higher National Diploma in field related to Civil engineering, Water, Sanitation and Hygiene Promotion.
• Be able to use a wide variety of software, including Word, Excel and Power Point
• At all times in and outside work adhere to NRC Code of Conduct
• Proven practical experience in the planning and execution of water and sanitation projects for at least 3 years. Possibly experience in social work and / or humanitarian assistance.
• Ability to initiate, develop, plan and implement an integrated programme.
• Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
• Experience in capacity building and training of staff and target groups
• Political and cultural awareness
• Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
• Understanding of international health and development and relief issues
• Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.)
• Demonstrated experience of integrating gender and diversity issues into WASH Programming.
• Fluency in English, oral and written

We offer

• Duty station: Nyarugusu, Kasulu District
• Commencement: 1st July 2017
• Contract duration: 6 months’ contract with possibility of extension subject to funding availability
• Salary/benefits: According to NRC’s general directions in Tanzania. The candidate will observe NRC’s code of conduct and working hours for NRC Tanzania.
