The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek protection in Tanzania. NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016 and resumed responsibilities for Camp Management and WASH in Nyarugusu Refugee Camp from May 2017.

The Position (Logistics Officer) is therefore required to support the establishment of these activities in the camp. All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability.

Job description

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated support function portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Promote and share ideas for improvement of the support function
6. Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management);
7. Ensure safe and efficient transport of staff and materials/goods

8. Warehousing and Stock:
• Organize warehouses and stock management according to NRC’s norms and procedures
• Insure that the stock is managed according to NRC policy concerning management of the stocks
• Ensure staff's security in the warehouse
• Foresee a minimum stock/inventory in coordination with the line manager and program managers in order to avoid understocking
• With the aid of the procurement and programme departments, ensure the reception of goods. Carry out quantitative and qualitative controls and ensure conformity of all supporting documents
• Organize and supervise loading and offloading of goods in the warehouse
• Manage all stock tools, in both soft copies and hard copies
• Prepare good received notes and all related documentation
• Produce weekly and monthly stock reports tracing movements of stock and stock balance
• Verify and follow up and update stock cards and bin cards.
• Record daily stock entry and exits according to day to day activity and different projects
• Implement stock spot checks
• Implement physical stock and inventory report in accordance to NRC Logistic Handbook
9. Fleet:
• Plan and organise daily vehicle movement (goods and staff)
• Ensuring effective and timely maintenance, servicing and repair of NRC vehicles in order to
minimise down time
• Developing, implementing and enforcing vehicle management best practices, policies and
procedures.
• Coordinate, administer and monitor the maintenance, repair, replacement of NRC vehicles
• Ensure preventive maintenance programs are carried out as per schedule and monitor post repair performance.
• Manage the inventory of spares parts for vehicles, in coordination with the Logistics Manager, in order to ensure an adequate supply of spares
• Control transfer and movement of vehicles between project locations as required by operations
• Provide recommendations for lowering vehicle-operating expenses and reduce idle time of vehicles
• Administer rental vehicle contracts and lease with vehicle hiring companies
• Produce monthly fuel reports according to NRC policies and Donor’s requirements
• Monitor fuel consumptions and fuel stock.
• Assist in the recruitment of drivers and fleet related staff.

10. Base Maintenance:
• Ensure maintenance of working spaces (food in water and electricity/gas, communication equipment), state of the all buildings and guesthouses
• Produce inventory of both work and dome

Qualifications

• Minimum 3 years of experience from working in humanitarian logistic context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English and Kiswahili, both written and verbal
• Precious experience with Warehousing management
• Precious experience in fleet management
• Experienced in maintenance and repairs
• Able to prioritize and plan ahead
• Accurate filing skills
• Valid driver’s license

We offer

• Duty station: Nyarugusu, Kasulu District
• Commencement: 1st July 2017
• Contract duration: 6 months’ contract with possibility of extension subject to funding availability
• Salary/benefits: According to NRC’s general directions in Tanzania. The candidate will observe NRC’s code of conduct and working hours for NRC Tanzania.
