Unit Country Programming Division Closing date 28 June 2017 Reporting to Director of Country Programming Vacancy code GCF/Recruit/195 The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate obj ective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an indepen dent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat, which is accountable to the Board, is responsible for the day -to-day management of the Fund, and is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea.

The Fund is seeking an exceptional person who will take up the challenge of joining a high-performing organization at the leading edge of the financing of climate action in developing countries.

Position description

The Country Climate Change Economist will be responsible for guiding and supporting national designated authorities (NDAs) or focal points of developing countries in their effort to prepare and submit their country programmes with the Fund. She/he will ove rsee relevant policy dialogue to enable developing countries to use the Fund’s resources in a catalytic manner to assist them in their effort to put their economic development on a low - emission and climate-resilient pathway. She/he will be familiar with co st-benefit analytical tools, such as carbon abatement cost curves, climate change economic modeling, adaptation cost estimates, etc. She/he will work in close coordination with the Division of Mitigation and Adaptation, and the Division of the Private Sect or Facility, as well as provide strategic support and policy advice to the senior management of the Fund.Duties and responsibilities • Lead the Secretariat’s assistance to developing countries with respect to their readiness to access financing from the Fund through preparation of their country -driven strategic frameworks for engagement with the Fund;

• Monitor and advise on country strateg ies, policies and programme priorities in relation to the country’s socio-economic context and public and private climate change finance opportunities ;

• Provide regular advice and support to NDAs/focal points and accredited entities through targeted outreac h activities (e.g. organizing seminars, participating in technical working groups and discussion forums); • Leading to the preparation of the Fund’s regular reports and updates in relation to country programming and related activities; and

• Maintaining the Fund’s database of country strategies, policies and programme priorities. Expected experience and qualifications*

• PhD degree in economics, preferably in a specialty of relevance to environmental or financial economics; • At least 10 years of relevant work experience, with strong track record in relation to climate change economics and factoring environmental costs and opportunities into the financing of socio -economic development;

• Experience in working on economic policy matters and data analysis, with prov en conceptual, analytical and evaluative skills in the foregoing areas;

• Demonstrated track record of working with economic and sectoral data and analytical tools and models to conduct economic analyses and produce user-friendly written outputs and underlying statistical concepts; • Proven track record assisting developing country policy makers in policy dialogues, implementing necessary reforms and analytical tools for transitioning to low-emission and climate-resilient development; • Written and verbal communication skills, ability to deliver information effectively in support of team or work group;

• Sound knowledge of STATA and other statistical packages and MS Office programmes, including Excel; • Fluency in English is essential; knowledge of another United Nations language is an advantage; • Applications from women from developing countries are encouraged; and

• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment. The above criteria should be seen as indicators of the experience and skills that would qualify candidates for consideration.
