1.         Organizational context

 

a.  Organizational Setting

 

The post is located in the Composite Indicator Research Section of the Economics and Statistics Division (ESD).  This Division is responsible for providing accurate, comprehensive and timely statistical information on the performance of the intellectual property (IP) system worldwide; and providing high quality empirical analysis addressing economic challenges in the international IP system and assessing the economic effects of IP policy choices.  The Composite Indicator Research Section coordinates the annual publication of WIPO’s flagship Global Innovation Index (GII), provides assistance to Member States seeking to employ composite indicators for national policy development, and collaborates with internal and external stakeholders to explore and mobilize new data sources for better measuring innovation and creativity.

 

b.  Purpose Statement

As Head of this Section, the incumbent is responsible for providing expert and authoritative technical advice on the development and implementation of composite indicators aimed at measuring innovation and creativity at national and sub-national levels.

 

c.  Reporting Lines

The incumbent works under the supervision of the Chief Economist.

 

d.  Work Relations

The incumbent closely collaborates with other ESD sections, and cooperates with national government agencies and other inter-governmental organizations.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)      Initiate, plan and manage the Organization’s contribution to the GII, in cooperation with the Organization’s co-publishers and the knowledge partners supporting the GII.

(b)      Act as the Division’s focal point for organizing the GII’s annual launch events, support the outreach activities of the Communications Division, and provide leadership for the dissemination of the GII results.

(c)      Build and maintain external partnerships supporting the development and uptake of the Organization’s composite indicator initiatives.

(d)      Conceive, plan, and manage new composite indicators measuring innovative and creative activities, relying on state-of-the-art insights into the nature of such activities and state-of-the-art methodological approaches.

(e)      Approve, conduct and supervise research to guide new approaches aimed at closing gaps in measuring innovation and creativity.

(f)       Collaborate with Member States and relevant international organizations to improve the availability of statistics that underlie composite indicators.

(g)      Assist Member States in employing composite indicators for national policy development, including the development of sub-national composite indicators.

(h)      Establish and maintain contacts with academic economists and relevant staff in international organizations to monitor the latest developments in innovation and creativity measurement, and to seek feedback on the direction of the Organization’s composite indicator work.

(i)        Plan, organize, conduct, participate in and represent the Organization at conferences, seminars and workshops; develop and deliver training; present and explain key conclusions and recommendations at high-level international meetings.

(j)        Lead, plan and control the work of the Section ensuring the effective management and efficient use of all financial, human and other resources; submit planning and budget proposals and activities in conformity with defined outcomes and objectives; supervise, evaluate and monitor individual and team operational performance levels and follow up as appropriate.

(k)      Perform other related duties as required; participate in the activities of the Division.

 

 

3.       Requirements

 

Education

Essential

Advanced university degree in economics or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

 

Desirable

PhD in economics or a related field.

Experience

Essential

At least 12 years of professional experience in the field of innovation and creative industries research.  Solid publication record, including publications in peer-reviewed journals.  Strong background in statistical methodologies and data analysis. 

Desirable

Experience in working with governmental or international organizations; substantial experience in composite indicator development.

Languages

         Essential

Excellent written and spoken knowledge of English.

 

Desirable

Good knowledge of one or more other UN official languages.

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the May 2017 rate of 67.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
