Context:

Under the supervision of the Director General, the Inspector General (IG) has the responsibility to help prevent, detect and investigate fraud, waste, abuse and misconduct by IOM personnel and assists managers in promoting integrity, sound risk management, effective controls, economy, efficiency and effectiveness in IOM's programmes and operations through its

functions that include: audits, investigations, evaluations, inspections, and special reviews. The Office’s purpose, authority and responsibilities are set out in the Charter of the Office of the Inspector General (OIG). The Office contributes actively to oversight at IOM through its functions. It determines whether IOM’s objectives are pursued efficiently, effectively and in compliance with the Organization’s rules, regulations, expected results and ethical standards. It also provides the Administration with consulting services on management and organizational issues, policies, guidelines and external reviews.

Through the responsibilities vested in the OIG, the IG has the responsibility to contribute to strengthening the oversight function of the Organization.

Core Functions / Responsibilities:

1. Organize and direct a coordinated programme of internal oversight through internal audit and investigation, according to internationally accepted standards.

2. Reinforce and strengthen Organization’s internal oversight strategy, synergizing the skills and results from the various OIG units. Continuously reassess and adjust the strategy commensurate with changing operational priorities and adjustments to IOM's working methods and structure.

3. Maintain the Organization's capacity to investigate suspected wrongdoing. 4. Ensure that reports with findings and recommendations are submitted to the Director General in a timely manner.

5. Conduct investigations of high risk and complex activities.

6. Advise and recommend updates/ alterations/ modifications/ renewals of rules and regulations, operative guidelines on the basis of OIG factual findings.

7. Collaborate with various other IOM organizational units to determine the OIG priorities and activities subject for review for each calendar year.

8. Establish annual and quarterly work plans based on a risk assessment in order to optimize the use of and impact of OIG resources to concentrate on areas of anticipated highest benefits and to maximize the utility of these oversight tools.

9. Ensure appropriate tracking and follow-up of recommendations. Analyze reports with a view of identifying trends, patterns or propensity for recurrence that would need to be addressed in view of developing additional preventative measures, identifying best practices to be more broadly applied and mainstreaming lessons learned.

10. Advise senior management on issues conducive to improving identification and prevention of fraud, waste, abuse, mismanagement and ways to promote efficient use of resources. 11. Direct and monitor the budgetary and human resources management of the Office of the Inspector General (OIG).

12. Promote internal control self-assessments within HQ departments and field missions. Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Economics, Finance, Auditing or a related field from an accredited academic institution with fifteen years of relevant professional experience. • Professional certification as certified internal auditor (CIA), chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), certified fraud examiner (CFE) or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

Page 2 / 4• Fifteen years of management/ auditing and administrative experience at a diversified international level, ten years of which at an executive level;

• Good knowledge of financial and business administration, and of the principles and practices of management;

• Excellent communication and negotiation skills; ability to defend and explain difficult issues and positions, proven ability to communicate complex concepts orally; excellent ability to prepare written reports in English that are clear, concise and meaningful; • Demonstrated strong analytical, strategic, creative thinking and problem solving skills; • High level of computer literacy, in particular extensive experience with computerized accounting, data analytics and auditing systems and software (SAP a distinct advantage). Languages

Fluency in English is required. Working knowledge of IOM’s other official language(s) is an advantage.
