The Senior Officer works with deal teams and the head of the department to develop the business case, investment documentation, identify and analyze project opportunities, competitive strengths and weaknesses of projects and their sponsors.   

INTRODUCTION

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

The Investment and Policy Solutions Division (IPSD), based at GGGI's Seoul headquarters works with programs in countries and on projects, by:

  • Providing technical and financial know-how through advice to country programs in the areas of energy, green cities, land-use and water;
  • Working with the Green Growth Planning and Implementation Division (GGP&I) on the development of service offerings (in GGGI’s four main focus areas) and related methodologies (delivery approaches);
  • Converting experience gained through country activities and engagement in international networks into elements of South-South cooperation programs, sub-regional knowledge sharing programs and national level capacity building activities;
  • Developing global level tools such as the Green Growth Potential Assessment methodology and flagship products (such as the planned Green Growth Index);
  • Contributing to the preparation of corporate communication material;
  • Managing GGGI’s involvement in knowledge management networks such as the Green Growth Knowledge Platform or other international platforms as appropriate.                                   

IPSD has two closely integrated departments which underpin the relevance, efficiency, and effectiveness of GGGI's in-country delivery: (i) Policy Solutions (PS) which build a strong theoretical and empirical base for green growth providing concrete options, guidance, and capacity development for policymakers and investors; (ii) Green Investment Services (GIS) - which identify and mobilize innovative financing mechanisms and improve the conditions for public and private green investments.

Specifically, GIS is facilitating Green Growth through three main Pillars. By “Designing Innovative Financial Instruments”, GIS designs financial structures and instruments which can meet risk-reward expectations of investors and enable capital flows into the sector; by “Building National Financing Vehicles”, GIS conducts diagnostic analysis and either supports countries to scale up their national level financial institutions or establish new ones; and by “Developing Green Bankable Projects”, GIS supports GGGI member countries to create an enabling environment and develop a bankable project pipeline.

The GIS department expects to expand its technical capacity and broaden intellectual base by hiring an Senior Officer, Investment for program development and integrated delivery, particularly on bankable projects, financial instruments, and National Financing Vehicles (NFVs).

PURPOSE

The Senior Officer works with partner countries in the scoping, analysis, and implementation of green investment project in various sectors. The Senior Officer is expected, upon identification of new project opportunities in countries, perform all requisite analysis for the (1) development of project concept, (2) design of financing mechanism, (3) identification and engagement of potential financiers, and (4) presentation of investment and policy recommendations to partner countries/government agencies.

ENGAGEMENT

The Senior Officer provides salient and clear analysis to support green investment projects in multiple countries through collaboration with country teams, in-house and external experts/organizations. The Senior Officer provides technical advice and guidance to other staff members and prepares analytical inputs for capacity building of internal staff and government officials in the area of green investment project design, preparation and implementation. The Senior Officer plays a critical role in building, maintaining, and strengthening partnerships with government counterparts and international/local stakeholders in the public and private sectors.

DELIVERY

In this role, the Senior Officer shall:

  • Conduct all requisite analysis for the successful development of new green investment projects, drawn from GGGI’s country programs, based on country needs, gaps, GGGI’s strategy and strengths;
  • Provide analytical support in the identification and development of relevant financing mechanism and risk reduction instruments for identified projects;
  • Conduct (pre) feasibility assessment of green investment/infrastructure projects and programs engaging all relevant stakeholders;
  • Perform financial, economic, and regulatory analysis throughout project concept and design stages in collaboration with the country teams and government counterparts; ensure that the project to progresses to implementation/financing stage;
  • Initiate, maintain, strengthen relationships with senior officials in governments and international/local stakeholders and institutions (ex. MDB, development agencies) in the public and private sectors; build new collaboration framework with international partners (country or global-level);
  • Develop and disseminate capacity development and knowledge sharing products in the field of green investment project design and preparation;
  • Provide technical advice to other staff and government counterparts on green investment projects and programs;
  • Manage project cycle, enhance project implementation process, manage and oversee junior staff and consultants to ensure successful delivery of outputs.

 

REQUIREMENTS

QUALIFICATIONS

  • Education: MBA or Masters level in economics, finance, or related fields.
  • 7-12 years of total experience with significant experience in project development and/or investment appraisal in public or private sector organizations

FUNCTIONAL

  • Experience with project finance, private or public sector projects, and/or in PPP transactions is a must.
  • Proven experience and expertise as senior manager in project origination, feasibility assessment, preparation
  • Experience in at least one of the following areas: renewable energy, energy efficiency, urban and water infrastructure financing
  • Experience in creating and analyzing financial models, balance sheets and historical and project financial statement
  • Experience in conducing industry and market research and leading business development efforts
  • Experience of working with high-level government officials, IOs, MDB, etc.
  • Experience in project cycle management and effective means of communications
  • Experience of working in multi country context and international setting
  • Experience of managing and guiding a team of consultants and experts
  • Experience with climate finance and investment banking is a huge plus.

CORPORATE

  • Must be fluent in English; fluency in Spanish is a huge plus.
