Local Consultant: Education Research, Data Analysis and Capacity Building

Scope of Services

                      

UNICEF Philippines continues to support DepED in the conduct of various major research, program implementation reviews, and technical assistance on research capacity building as follows:

  • Early Childhood Care and Development Longitudinal study (2015 – 2018) tracking the learning outcome of around 4,500 young children from Kinder to Grade 2 (numeracy, literacy, socio-emotional skills) in nine selected locations in different contexts (urban, rural, socio-economic status, natural and man-made disaster affected, family background etc.).  The study requires technically thorough follow-up and coordination under the leadership of DepED, to ensure high quality to inform different ECCD/education programmes and policies. 

     

  • Data Must Speak Program on initiating the equity data analysis to support the existing and well advanced EBEIS system for developing teacher hardship index aimed to ensure quality delivery in hardship post, automate the School Report Card and develop school typology as a tool for programming.  

     

  • Multigrade Program in Philippines Education (MPPE) implementation review aimed to inform the development of the Multigrade Program Omnibus Policy and enhance curriculum delivery supervision and mentoring of multigrade teachers in difficult locations.

     

  • Technical assistance for capacity building on various areas of research is provided directly to DepED such as on development of education research design, on use of data analysis softwares, survey tools preparation, organization of research/policy dissemination conferences, and serving as resource person during research conferences/trainings.

 

 


 

Major Tasks

 

UNICEF Philippines seeks a strong expert in educational research, education statistics and data analysis to ensure solid and high quality technical assistance to those activities as well as support to research capacity building of the Department to Education.

 

The major tasks of the Consultant are as follows:

 

  • Provision of technical assistance on management and follow-through, rigorous technical review of research reports and conduct of dissemination fora for the following education research activities:

    1. ECCD Longitudinal Study
    2. Multigrade program implementation review
    3. Data Must Speak project
    4. Other research (to be identified in the detailed workplan)

       

  • Provision of technical advice and input on various research design development, review of research/evaluation reports and  education sector data analysis, particularly:

    1. Development of research design and review of research proposals on possible amendment and/or extension of ECCD longitudinal study
    2. Data collection instrumentation and data analysis methods  (quantitative, qualitative)
    3. Data gathering and analysis in support of DepED’s District Synthesis research    
    4. Review of evaluation reports such as on Tahderiyyah Program evaluation
    5. Education sector data analysis to inform UNICEF’s analytical work

       

  • Serve as resource person in the capacity building of DepED staff on various aspects of research design, methodology, data analysis using statistical softwares and in the conduct of research dissemination.  This task is integral to the activities in tasks 1 and 2 above. 

 

 

Deliverables

 

  • Technical papers and recommendations on the quality of research designs and data analysis methodology.
  • Technical review and recommendations on the quality of research products including progress reports.
  • Training/mentoring plan and technical papers to support DepED staff capacity building on various phases of research including dissemination conferences.
  • Discussion papers and technical notes for research related advisory panel meetings and in-country missions of UNICEF research contractors.
  • Technical papers on analysis of education sector data for various UNICEF analytical work.
  • Training/mentoring accomplishment reports to specific DepED units on various phases of research.
  • Deliverable Outputs per month and payments are stated in the table in the next section.

 

 


 

Qualifications and Competencies of Successful Consultant

 

  • Master’s Degree in Education, Social Sector  Research, Statistics Education Policy and Planning
  • Minimum of Five (5) Years of Professional work experience in the Social Sector Research
  • Excellent communication skills
  • Willingness to proactively reach out, coordinate and collaborate with different players for the education research and data analysis capacity building and evidence based education sector development
  • Familiarity with Philippines education issues and good understanding of the education reforms.
  • UN or NGO experience is an advantage.
  • Knowledge of government planning processes added advantage.
