The objective of this assessment is to conduct an academic and developmental assessment for children with intellectual disability who are involved in pilot project to identify changes of their academic performance. The assessment will also generate good practices and lessons learned so to guide the Ministry’s future plan for national replication.

Purpose of the Assignment

The objective of this assessment is to conduct an academic and developmental assessment for children with intellectual disability who are involved in pilot project to identify changes of their academic performance. The assessment will also generate good practices and lessons learned so to guide the Ministry’s future plan for national replication.

Assignment Tasks

  • Conduct a desk review with relevant programme documents and other background information and develop the methodology framework (assessment indicators) for conducting the assessment - 10 working days;
  • Develop assessment tools and instruments such as questionnaires, interview protocols and checklists, etc. - 10 working days;
  • Conduct in-country visit (pilot schools, Ministry of Education, homes) the gather data and information from the project - 10 working days;
  • Prepare a draft assessment report and share with the Ministry of Education and UNICEF for comments. UNICEF and the Ministry will provide comments in two weeks after the submission; - 5 working days
  • Incorporate the feedbacks and finalize the Assessment Report. Prepare a PowerPoint presentation with key findings and recommendations. – 5 working days

 Expected Deliverables

  • An Inception Report by 15 September 2017:

    • Preliminary findings of the desk review,
    • Methodology framework and study tools;
    • Proposed assessment report structure;
    • A draft plan for the in-country visit
  • A draft assessment report by 16 October 2017.
  • Final assessment report including a PowerPoint presentation by 31 October 2017

Qualifications of Successful Candidate

  • Hold a university degree in education or any other relevant field or equivalent mix of education and experience;
  • Have minimum of ten (10) years professional experience in education related project evaluation, including extensive knowledge and experience in the inclusive education of children with disabilities;
  • Have knowledge and familiarity with Education Management Information Systems related to education of children with disabilities;
  • Have theoretical knowledge of and practical experience in public sector policy formulation, institutional development and advocacy with multiple stakeholders;
  • Have knowledge of international education and development inc gender mainstreaming;
  • Demonstrate high level written and verbal communication skills in English;
  • Previous work experience with UNICEF and knowledge of UNICEF policies would be highly desirable.
