We are looking for a highly qualified professional with experience in managing large consortiums, extensive knowledge of main protection concerns in Jordan in particular related to documentation and legal status for refugees and several years of work experience with the consortiums main donor. The ideal candidate will also have previous experience in cash programming. The position is conditional on funding confirmation from the donor. Successful candidates will possess high-level management, coordination, and advocacy and communication skills and show a clear ability to successfully manage and interface between Consortium partners, donors and other stakeholders.  
 
 
Who are we? 
 
DRC is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. With the vision that no displaced person must be in want of help to find protection and durable solutions, DRC provides assistance and protection to conflict-affected in many of the major conflicts in Asia, Africa and Middle East. The assistance can consist of relief and other humanitarian aid, rehabilitation and support to returning home, and the promotion of durable solutions. 
 
About the job 
 
The Chief of Party (CoP) will be expected to provide vision, leadership and direction to the Consortium and its activities as well as oversee the administration and implementation of the grant. The CoP will have financial and human resource management oversight of the consortium team and will take on a strategic leadership role in Monitoring, Evaluation, Accountability and Learning (MEAL). The CoP will take an active role in all advocacy initiatives generated from the consortium’s activities and also be expected to take a lead in fund raising initiatives for the consortium. 
The Chief of Party will be based in DRC office and head the consortium’s governance structure and oversees the Technical Steering Committee and the MEAL Group comprised of technical advisors from each consortium member.  
 
 
Dimensions 
 
The programme will operate on a national scale and involve leading the work of six consortium partners and managing key relationships with ECHO, major humanitarian donors, UNHCR, and other key stakeholders. The 2017-2018 budget is a projected to be approximately 15.3M€ with the potential for further expansion following continued successful programme delivery. 
 
 
About the Consortium 
 
The Consortium is composed of the Danish Refugee Council, INTERSOS, International Catholic Migration Commission, Premiere Urgence International and Mercy Corps. REACH is the 6th consortium partner in charge of MEAL aspects. Building on their complementary geographical presence and their extensive experience in a protection focused response to the Syrian crisis in Jordan, the consortium members through this project will aim to strengthen a protective environment that better identifies and responds to the protection risks faced by refugees living in the host communities of Jordan. The consortium partners boast significant experience responding to the effects of the Syrian crisis in Jordan and across the MENA region and have been engaged in a multi-sectoral response, encompassing protection, shelter, NFIs, health, education and community services. 
 
 
Duties and Responsibilities
 
• Coordinate with Consortium partners and serve as chair of the consortium Steering Committees;  
• Oversee planning, programme design and delivery of Consortium objectives, and budgets; 
• Ensure donor compliance and harmonized approaches between consortium members 
• Ensure the timely delivery of agreed outputs of the Consortium and ensuring quality programme implementation in line with the agreed strategy; 
• Provide overall strategic and operational leadership to the consortium, with responsibility for delivery of high quality programming, developing clear strategic and operational plan 
• Manage the related Technical Groups and lead coordination agenda setting 
• Supervise the development and implementation of the MEAL strategy; 
• Coordinate and supervise the development and harmonization of all Consortium procedures (M&E, SoP’s, policies etc.) 
• Share operational and technical lessons learnt with wider humanitarian sector within Jordan and internationally to enable the sharing of best practices. 
• Oversee development of the Consortium advocacy strategy and promote the use of Consortium-generated knowledge and learning; 
• Provide strategic leadership on external communications in line with Steering Committee guidance;  
• Take an active role is identify opportunities for the consortium’s growth by reaching out to other potential donors as required 
• Through Steering Committee, ensure major risks and obstacles to delivery are escalated and actions taken with agreement of consortium partners.  
• Represent the Consortium in coordination mechanisms with partners and donors; 
 
Strategic planning and programme leadership 
 
• Work with the technical Steering Committee, ensuring they are presented with key decisions and information on which to make their decision. 
• Chair Steering Committee meetings and ensure clear agendas are set and meeting minutes produced and circulated in line with the Steering Committee TOR. 
• Ensure the work plan is constantly updated, monitored and redeveloped to ensure the Consortium meets its strategic objectives. 
 
 
Programme delivery  
 
• Maintain clear overview of technical assistance requirements for the consortium, support the Technical Advisors and ensure appropriate levels of technical support are provided to consortium partners through pertinent coordination mechanism. 
• Through Steering Committee, ensure major risks and obstacles to delivery are tackled and actions taken with agreement of consortium partners. 
• Conduct internal planning and progress review meetings and ensure regular progress monitoring is taking place at different levels in coordination with other members. 
• Oversee knowledge sharing between partners, and ensure that monitoring and evaluation results are understood and used to improve programme implementation 
 
 
About you 
 
To be successful in this role you must have:  
 
Required qualifications/Experience:  
• A post-graduate degree in international relations, law, business administration; management, human rights, social sciences or related field;  
• At least 7 years of senior management experience in an NGO; 
• Demonstrated experience in managing and leading large Consortia; 
• Previous experience in Protection Monitoring and/or Cash Programming; 
• Proven experience in strategic development and program design, planning; implementation, monitoring and evaluation; 
• Understanding of Protection Principles; 
• Demonstrated knowledge of the Jordan protection context;  
• Proven analytical and strategic planning skills; 
• Track record of data management and reporting systems; 
• Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums; 
• High-level communications and people skills;  
• Extensive experience in representation and networking, in particular with humanitarian and development actors and Donors; 
• Demonstrated project, program and human resource management experience; 
• Experience in financial and programmatic risk management analyse; 
• Strong MEAL experience, including in complex programmes with high-profile evaluations; 
• Professional fluency in written and spoken English; fluency in Arabic advantageous though not required;

We offer 
DRC will offer the successful applicant a 12 month contract, conditional on secured funding.
