ABOUT US 
Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified  International Advocacy Expert for its local partner Ukraine NGO Forum. 
 
Active in Ukraine since the autumn of 2014 and founded as an organization in 2016, Ukraine NGO Forum is a national non-profit organization that works on coordination, information sharing, advocacy and capacity building in Ukraine. A membership organization currently with 35 national and international members. The mission of the Ukraine NGO Forum is to provide a strong NGO platform that is able to contribute to further empowerment of a NGO community that is coherent, respected and well informed, creating synergies within and advocate for civil society in Ukraine to act together and learn from each other to the benefit of its beneficiaries and the society at large.  
 
ABOUT JOB 
Under the supervision of the Director, and in cooperation with the National Advocacy Expert, the International Advocacy Expert, and with the backing of the programme team, the incumbent will support the development of a Ukraine NGO Forum advocacy strategy and in line with this will support the advocacy efforts internationally and in Ukraine.   
Furthermore, he/she will monitor, analyze and identify public policy measures of the various stakeholders and helps the organization develop its humanitarian/recovery/development programme. 
 
Main responsibilities 
  • Provide technical support to a variety of NGOs conducting advocacy, public policy dialogue, and accountability at international, national, regional and local levels. 
  •  Support Ukraine NGO Forum to carry out advocacy campaigns and promote public policy dialogue.  
  • To support the development of advocacy positions at a national and primarily international level.  
  • Liaise with NGOs, government representatives, the private sector, the media and other stakeholders. 
  • Support the design and implementation of the Ukraine NGO Forum advocacy strategy in Ukraine. 
  • Support the representation of Ukraine NGO Forum and its members in national/international advocacy forums. 
  • Assist in the development of strategic advocacy partnerships and alliances with other humanitarian and development actors in the country and at international level. 
  • Support the Director with internal/external reporting and context specific briefing papers. 
  • Produces advocacy reports, case studies and information letters to target political audiences. 
  • Provides legal and professional recommendations to improve advocacy efforts. 
  • Develops technical advocacy papers in close coordination with the program team and member organisations. 
  • Provides technical assistance and training on advocacy in Ukraine. 
  • To support others NGOs in the development, coordination and implementation of the national, regional and international advocacy strategies for Ukraine.  
  • Identify key actions, defines priorities, develop and regularly update the advocacy strategy. 
  • Support the implementation of global and national advocacy activities, including the organization of round tables and public events. 
  • Ensure that advocacy messages are based on field evidence and spreads to key stakeholders at national and international level. 
  • Assist in the monitoring, analyze and identify public policy measures, plans and investments of the Ukrainian Government as well as bilateral aid to Ukraine that might have impact on NGOs activities in Ukraine and helps the organization develop its recovery/development programme. 
  • Makes recommendations for Ukraine NGO Forum strategy programming and planning in Ukraine to the Director, and programme teams on development programmes / funding opportunities and supports the planning process. 
  • Provides a list of key stakeholders and contacts of the public sector representatives that might be instrumental in planning and implementing Ukraine NGO Forum activities. 
  • Collaborate with the program team to test, pilot and scale innovative concepts to solve civil society challenges in Ukraine.  
  • Promote collaboration between NGOs and networks, both nationally and regionally, for learning and to enhance collective impact. 
  • Other duties as assigned. 
 
ABOUT YOU 
  • Minimum 3 years of professional experience working with advocacy and providing technical assistance to NGOs, preferably in Eastern Europe. 
  • Commitment to continuous learning and willing to keep abreast of new developments in the field 
  • Demonstrated ability to work in complex political environments. 
  • Demonstrated multi-tasking ability 
  • Strong communication and coordination skills to work with a range of technical staff, CSOs, private sector, and other partners and donors. 
  • Excellent organizational and program management skills. 
  • Experience working within the humanitarian as well as development sphere is a distinct advantage 
  • English language proficiency with working level proficiency in Ukrainian/Russian an advantage. 
 
WE OFFER 
  • Contract length: 6  months with further extension if donors funding available  
  • Start date: 01 September 2017
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.org under Vacancies. This position will be placed at A16 for Expatriates. Please note that fixed per diem rate is added to the salary.
