BACKGROUND 
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC seeks to protect refugees and internally displaced persons (IDPs) on the basis of humanitarian principles and human rights in general and to promote long term solutions to the problems of forced displacement. The East Africa and Yemen region includes operations in Somalia, Kenya, Ethiopia, Djibouti, Yemen and Uganda and is based on the displacement axis of Somalis, South Sudanese as well as mixed migration flows. 
 
The Somalia programme is the largest programme in the region, with over 20 field bases, approximately 275 staff, a team of senior technical staff, and a broad portfolio of programmes.  Programmes range from emergency response activities to longer term resilience activities. Currently DRC is implementing in sectors of WASH, shelter/NFI, protection, livelihoods, food security and cash in emergencies, household and community resilience, and community development programmes.    
 
OVERALL PURPOSE OF THE ROLE:  
The Child Protection Coordinator will provide technical expertise and programmatic leadership to the Country Program on all initiatives related to Child Protection. He/She is responsible for ensuring that quality CP projects are initiated, developed and implemented effectively. The Coordinator will lead on child protection sector assessments, project design, coordination, and fundraising. The position will be expected to mentor and/or build capacities of country program staff and partners. 
 
RESPONSIBILITIES
 
Program management and Technical Quality 
  • Focal person on Child Protection (CP) interventions for DRC Somalia Program  
  • Provide technical expertise and guidance to the design of and implementation of CP interventions in accordance with international standards, best practice and DRC Protection Strategy.  
  • Contribute to the development of CP country sector strategic direction and plans. 
  • Appraise the design of ongoing CP interventions and ensure standardized operational methodologies across area offices. 
  • Lead the design and implementation of specific CP project on monitoring and reporting of grave violations against children in armed conflict. 
  • In collaboration with protection and M&E teams, assist in the design and conducting of needs assessments and identifying new program opportunities. 
  • Ensure continued advocacy for quality CP interventions within and outside the organization  
  • Provide teams with relevant, and up-to-date resources and tools for implementation of CP activities. 
  • Ensure that quality policy documents and reports with relevant data and trends are produced as part of DRC interventions on Child protection.  
 
Staff Supervision & Development 
  • Supervise and work closely with at least 4 program staff to deliver high quality child protection outcomes. Discuss job expectations, objectives and provide appropriate and timely feedback regarding performance, including timely implementation of staff performance management system. 
  • Maintain open and professional relations with CP staff, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. 
  • Capacity building including training and mentoring to staff and implementing partners on CP interventions.  
  • Clearly define the training needs of CP staff and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs. 
 
Project Planning, Monitoring & Reporting 
  • Compile and prepare quality project reports (monthly, progress, final reports) and submit to the donors in a timely manner. 
  • Prepare project work plans that meet the program objectives; 
  • Prepare and submit monthly reports to the CPWG 
  • Ensure that regular field monitoring/ visits are conducted; 
  • Manage specific Child Protection budgets in line with DRC standards. Ensure that project activities are implemented within the assigned budget parameters, manage financial aspects of assigned projects, approve relevant expenses and review expenditures, in consultation with the Finance Team; 
  • In collaboration with the Protection Manager and the Program Development unit prepare quality concept notes and proposals on CP 
 
Coordination & Representation 
  • Develop and maintain effective coordination and strong work relationships with relevant CP stakeholders,   including NGOs, UN agencies, and local partners, key local government and Ministry officials 
  • Work closely and coordinate with other DRC sectors for successful implementation of projects and mainstreaming of protection in all other sectors. 
  • Effectively represent DRC at Protection coordination forums, such as the Child Protection Working Group (CPWG) and GBV working group.  
  • Monitor international best practices in CP  and ensure that they are reflected in DRC programming  
  • Any other duties as may be assigned by line manager.  
  • Provide support to the Protection Department team on design and implementation of Programs as may be required 
 
ABOUT YOU 
The desired candidate is expected to have senior level management experience and a demonstrable successful track record of strategic programme development, capacity building and effective programme implementation and monitoring. He or she must also be able to conceptualize and articulate DRC vision and have the strong oral and written communication skill required to translate the vision into tangible action. The incumbent is expected to have extensive donor, government and partner engagement experiences.  
 
Experience and understanding of refugee and displacement issues is an advantage and ideally the candidate will have a good understanding of the region and/or from other similar protection situations

EXPERIENCE AND TECHNICAL COMPETENCIES:  
  • University degree, preferably in Law, Sociology, Social work, Human Rights, or related field.  
  • Post graduate qualification in the same field is desirable 
  • At least 3 years of experience on child protection programming in humanitarian response 
  • Demonstrated understanding of general protection programming in humanitarian response 
  • Experience in designing strategic documents to guide implementation, assessments and standard operating procedures on child protection. 
  • Experience in capacity building, including as a trainer and on human rights, project management, monitoring and evaluation. 
  • Experience in remote management and and working with local organizations 
  • Thorough knowledge of and experience of working on children associated with armed conflict 
  • Intellectually flexible with ability to deliver results in a short period of time.  
  • Proven commitment to accountability and quality assurance. 
  • Excellent analytical and skills in report writing and proposal development. 
  • Experience living and working in a cross-cultural, multi-sector, conflict affected, remote environments, under team conditions; 
  • Ability to work well under pressure and in adverse conditions; 
  • Ability to work in a large organization with complex systems. 
  • Experience in working in Somalia/Somaliland is an added advantage

Commitments:  
DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework into the work of DRC  
 
CONDITIONS
 
Availability:     As Soon as possible 
 
Duty station:    Mogadishu with frequent travel to the other field locations. Accommodation provided, Mogadishu is a non-family duty station and the R&R cycle is every six weeks. 
 
Reporting:    This position reports to Protection Technical Manager,and is line manager to Child Protection Officer and Project Finance Officer.  
 
Contract:    1 year contract dependent on both funding and performance.  
Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as A16. For qualified National staff the terms of employment will be in accordance with DRC terms for National staff
