Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.
The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.


Main Purpose

Reporting to the Section Head, the Team Leader is responsible for managing the planning, delivery and monitoring of the full project management life cycle to develop IT solutions and capabilities to enhance the Department's ability to perform secure, effective and efficient operational information processing.


Role

The Project Support Team Leader is\: (1) a manager of human resources, who supervises the staff in the team and promotes best practices, including team work, within the team and across all teams of the section, as well as across the division and Department; (2) a process specialist, establishing standards for how projects are run and ensuring these standards are followed; (3) a senior project manager focused on delivering projects with highest business value; and (4) a champion of operational excellence aimed at providing integrated ICT solutions. Delivering one master view of high quality information to all departmental stakeholders and benefitting from continuous improvement which is drawn from a thorough, systematic analysis of the lessons learnt, derived from internal and external experience.


Functions / Key Results Expected

- Plan, coordinate and supervise the activities of the staff in the team to ensure the delivery of programme objectives, including the relevant financial and human resource actions. Provide coaching and hands-on training to staff, in addition to day-to-day supervision; provide assistance to the Section Head with respect to definition and updating the section's work plan.
- Establish and maintain project management standards by using PRINCE2 and Agile guidelines, quality standards and business requirements to implement projects and assure that these standards are followed by performing regular assessments of projects.
- Provide leadership to ensure proper investments in tools, processes and people are done to govern project portfolio, risk reviews, document controls and project management training.
- Manage and facilitate the prioritization of projects proposed by business users in order to establish project management staffing levels, training, tools, and software that will allow the project teams to achieve the business objectives with respect to given projects.
- Work closely with other Divisional staff, in particular with the Project and Development Sections, in order to enforce architectural and best practices standards as well as with the Infrastructure Section and User Support Section to implement a sound operation of delivered services.
- Act as the lead project manager; provide leadership in the development and maintenance of ICT solutions within SGIS; participate in the analysis of functional requirements and in defining the quality attributes for the solutions.
- Supervise the staff in the team; promote good team working practices within the team and across all teams of the section and beyond; assign tasks to the staff depending on their technical skills and knowledge, and assist them in their needs to acquire necessary training; develop job descriptions, evaluate job applications and carry out annual performance reviews for the team’s staff.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84721 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29483, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
