Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Pakistan. Within an overall strategic framework of responding to emergencies, seeking solutions to protracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses:  mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan.    
 
 
About the role 
 
The Head of MEL is responsibility for the overall leadership, coordination and management of the DRC monitoring and evaluation activities in the country program in Afghanistan.  
The MEL in close collaboration with the other program teams, coordinators and other Area managers in different locations will ensure Monitoring and evaluation is integrated in our programing. 
 
The position reports directly to the Country Director - DRC. 
The MEL will be based in Kabul with frequent travels to the field offices in Afghanistan. 
 
Duties and Responsibilities 
 
In this position, you will be responsible for the following;  
 
  • Design and implementation of relevant monitoring tools as well as reporting formats in consultation with Regional MEL Manager 
  • Ensure log-frames are in place for each project and are monitored properly 
  • Ensure publication of analytical reports for internal use 
  • Present analytical findings to relevant donors and management  
  • Participate in the design and implementation of assessments and learning in coordination and cooperation with Technical Coordinators and Programme/Project Managers 
  • Assist in programme/project development through the provision of relevant data and analysis 
  • Provide technical and strategic advice to the Programme Managers/Coordinators on MEL related issues 
  • Oversee the implementation and coordination of MEL activities at area/field level and at country level 
  • Manage the MEL team, including area office, and ensure that weekly/monthly work plans are in place, and monitoring targets are met 
  • Supervise MEL in project cycle (design, implementation, analysis, feedback mechanism and report writing) 
  • Development of internal database and information management systems 
  • Ensure development and implementation of robust accountability and other quality assurance measures across all projects as per best practice and donor requirement  
  • Ensure compliance with DRC MELMOPS 
  • Ensure compliance with Regional MEL and Programme Frameworks 
  • Ensure sharing of information and analysis with key humanitarian stakeholders 
  • Oversee external evaluations 
  • Responsible for the recruitment of MEL staff. 
  • Capacity-building of MEL staff and of Programme staff as it relates to MEL and Quality Assurance 
  • Acting member of the Senior Management Team (SMT) 
 
 
To be successful in this role you must have: 
  •   Minimum 3 years of relevant experience within the humanitarian field 
  • Minimum 3 years of relevant working experience in analysis and reporting 
  • Proficiency in English is essential. 
  • Excellent interpersonal and negotiation skills with high level of flexibility in a challenging and fast moving multicultural environment. 
  • Excellent organizational skills and ability to determine priorities and respect deadlines. 
  • Proven experience in report writing. 
  • Clear communication, presentation style, good interpersonal and diplomatic skills essential. 
  • Experience from working in complex and volatile contexts 
 
We offer
 
DRC-DDG will offer the successful applicant 01 year's contract, renewable dependent on funding and performance. 
 
Salary and conditions will be in accordance with DRC Afghanistan terms of employment for international staff. This position is classified at level A13 as per DRC Terms of Employment for Expatriates.
