Background

Organizational Context:

To ensure greater cohesion between the program areas, UN Women works through the three programme priorities, i.e. Elimination of Violence against Women (EVAW), Political and Economic and Empowerment (PEEP) and Coordination and Advocacy (CAP).

UN Women has been actively supporting the Government of Islamic Republic of Afghanistan (GOIRA) line ministries in strengthening institutional capacity and some selected areas of functional skills like English language and pedagogical. Ministry of Women’s Affairs (MoWA) Minister and Policy Technical Deputy Minister (DTM) are engaged in daily English conversations, writing communications, reading materials in which their knowledge, level of understanding and communicating in English is a recurrent task. Therefore; to strengthen their official communication skills with national and international stakeholders and to deliver outputs in English, this identified need has made it necessary to improve their existing level of understating English and ability to interact and communicate more accurately, confidently and effetely with international partners in various social and working contexts.

This ToR is intended to outline the terms and conditions to hire a part-time English language teacher to provide regular English lessons for MoWA Minister and Policy Technical Deputy Minister. The main responsibility of the teacher is to help them to understand English related to their job and focusing on their developing business English language skills. The most important focus will be on building professional and business English skills related to the needs of MoWA and relevant to the staff duties including report-writing and professional vocabulary. The incumbent will be required to develop relevant lesson plans and homework assignments, track individual progress, monitor and support the overall progress of them.

Under the overall supervision of the CAP Deputy Program Manager. In addition, for attaining synergy the consultant will also coordinate with MoWA Technical and Policy Deputy Minister. 

Duties and Responsibilities

Purpose and Objectives: The major objectives of assignment are;

  1. To give inputs in English reading, writing, and speaking techniques for the English Language skill enhancement to MoWA Minister and DTM
  2. Enrich the English language vocabulary of MoWA Minister and DTM
  3. Enhance the English writing skills of MoWA Minister and DTM

Methodology and Technical approach: The preferred mythology of teaching is a communicative approach being provided with and encouraged to discover language through a variety of methods, using multimedia, participative learning approaches, and paper resources, the learners are encouraged to take an active part in sessions and to assume responsibility for their own learning, while the teacher will perform the following activities;   

Key Deliverables:

  1. A work plan with specific timelines developed - Within 2 days
  2. Placement test for the English Language Proficiency conducted – Within 5 days
  3. Two types program a basic and advanced course of English language prepared and organized based on the results of the test - Within 120 days ( 1 Hour Per Day)
  4. Final assignment report (report” means for the actual work and output of the consultant) -within 5 days

Duties and Responsibilities:

The teacher will report to UN Women CAP Deputy Program Manager on the progress and results of learning in accordance with agreed work plan;  The English teacher will be responsible for:

  • Developing a tailored training session for each of senior officials jointly or separately as advised by them.
  • Planning and conducting lessons weekly for each of senior officials focusing on professional English writing and presentation skills.
  • Evaluating the progress of individual officials monthly to measure progress, identify barriers to learning and recommend action to overcome barriers.
  • Identify useful online resources and courses for each.
  • Help in accuracy and pronunciation whenever appropriate, without stopping the on-going communication.
  • Ensure that the lessons are planned and delivered in a highly participative and interactive manner and responsive to the request and suggestions of the individuals.

Required Skills and Experience

Bachelor’s degree in English language (Teaching English to Speakers of other languages), with 6 years of professional relevant work experience will be considered. In-depth experience in developing teaching curriculum with extensive and proven experience in teaching English to professionals.
