Working in collaboration with relevant functions within UNICEF Supply Division, UNICEF Programme Division, UNICEF Regional Offices, UNICEF Country Offices, Government counterparts, GAVI, BMGF, WHO and any other partners, the position will co-lead with WHO and UNICEF PD (in the WHO-UNICEF Hub) the development and implementation of comprehensive Effective Vaccine Management (cEVM) Improvement Planning for immunization supply chains. The position will also provide and/or manage technical assistance support to governments for the development/review and implementation of assessments (e.g. health checks), develop and apply system design assessments, monitor performance of system design implementations, and create monitoring frameworks and scorecards for government supply chains for other health commodities.

Summary of key functions/accountabilities:        

Under the guidance and leadership of the Manager, Monitoring and Analysis Unit:

  1. Co-lead with WHO and UNICEF PD (in the WHO-UNICEF Hub) the development and implementation of comprehensive Effective Vaccine Management (cEVM) Improvement Planning for immunization supply chains. 
  2. Provide direct support and/or manage technical assistance support to governments for the training and development of monitoring frameworks, scorecards and visibility analytics for governments to manage their cEVM Improvement Plans and immunization supply chains.
  3. Contribute to the development and/or review of EVM assessment tools and methods including support towards the analysis of data generated from the assessments
  4. Develop performance standards and monitoring framework for in-country warehouse and logistics (transportation and last mile distribution) management for UNICEF country offices and government partners with In-country Logistics team.
  5. Develop guidelines and monitoring framework for country level immunization supply chain system design projects, including the framework for documenting the supply chain impact of various cold chain investments.
  6. Participate in global and regional south-south events, technical working groups, and knowledge platforms to help facilitate the sharing of information and evidence in all areas of responsibility to strengthen government supply chains.
  7. Adapt all above tools and approaches to other health commodity supply chains. 
  8. Perform any other duties as requested by supervisor

Education:

A completed Advanced University Degree (Master’s Degree) in the area of social sciences, statistics, planning development, business administration, planning, management or related field is required.

Experience:

A minimum of five (5) years of relevant and progressively responsible professional work experience at national and international level in monitoring, project management, including at least two years at international level is required.

Experience within a complex inter-agency operating environment is preferred.

Language:

Fluency in English is required.

Fluency or knowledge of another UN language (French, Spanish, Arabic, Chinese, or Russian) is an asset.
