About NRC in Afghanistan

NRC has been operating in Afghanistan since 2003, and we have offices in 9 provinces; Balkh, Faryab, Herat, Kabul, Kandahar, Khost, Kunduz, Nangarhar and Badghis. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement. Through information counselling and legal assistance (ICLA); education; shelter; water, sanitation and hygiene (WASH); and emergency response programming we build resilience and reduce vulnerability in the affected areas. At the same time we actively promote humanitarian access to reach more people in need.

About the position: Monitoring and Evaluation Manager

The role of the M&E Manager is to establish and implement systems that promote evidence-based decision-making, programme and project performance, and internal management. The M+E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M+E Manager will provide technical support to in-country staff pertaining to M+E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

 

 Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures
  1. Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.

  2. Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the country office.

  3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.

  4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.

  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.

  6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.

  7. Management of the M&E team

  8. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.

  9. Supervise and mentor M&E support staff in executing M&E plans.

 

Specific responsibilities

  • Ensure monthly project monitoring reports for entire grants portfolio, and caseload-specific post-distribution monitoring reports, coordinating with field-based programme staff.  Provide regular briefs and follow-up actions, monitoring implementation and performance against agreed recommendations.

  • Take ownership of consortium M&E systems, processes and outcomes, particularly for durable solutions with DFID and Dutch MFA

  • Act as in-country focal point for external evaluations

  • Develop staff capacities at developing M&E plans as per NRC Project Cycle Management

  • Design and coordinate appropriate programme learning initiatives, based upon secondary data and literature reviews, commissioned research, and consultations

  • Review potential accountability mechanisms for NRC programming in Afghanistan, and implement selected options to ensure robust Accountability to Affected Populations

  • Support and oversee certain in-house or externally commission research projects, throughout the life-cycle of the project

  • Support with information management requirements by other internal stakeholders, e.g. protection monitoring

  • Lead on consolidation of country-level targets of ‘Balanced Score Card’

  • Drive outcome-level programme M&E

  • Deputise for Head of Programme, as necessary

 

Our ideal candidate have at least 2-3 years experience in creating and leading the implementation of M&E systems for an international NGO, and 5 years experience working in an emergency or post-conflict setting.

Generic professional competencies for this position:

  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info, or R

Context related skills, knowledge and experience:

  • Ability to work effectively in high-risk contexts

  • Knowledge of the NGO operations and dynamics of the humanitarian sector

  • Good communication and interpersonal skills

  • Strong organisational and team working skills

  • Cultural awareness and sensitivity

  • Advanced English Language level (Business English is a plus)

  • Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)

  • Proven presentation, training and facilitation skills

 

We offer

Contract period: 18 months

Salary/benefits: According to NRC's salary scale and terms and conditions

Duty station: Kabul, Afghanistan, with up to 50% travel in country

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
