The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose

The purpose of the consultancy is to revise the current content and set up of the NRC Induction Courses to support a sustainable implementation of the induction courses, considering the time and resources available in the departments across NRC. This includes recommendations for what content is suitable to a more online appropriate format and development of a blended learning programme aimed to strengthen training capacity in NRC.

 

Background

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The NRC has approximately 5000 employees, involved in project across 4 continents. Today, these are spread over more than 110 offices in 26 countries; however, due to the nature of NRC’s work, the amount of staff, offices and countries of operation changes often.

In 2014, NRC rolled out the revised induction process for all NRC staff. This process outlines a three-month learning process with key mandatory and optional steps that allows new staff to be prepared for the new role and responsibility they have taken on One mandatory part of the three months is participating in a induction course. Training material for two of the induction courses exists, and depends on the delivery in the field by experts and non-experts. The training material aim to be “pick up and go” modules, which in principle allows any staff to deliver the modules.

In 2017, NRC introduced the Global Learning Platform, Kaya (kayaconnect.org) by the Humanitarian Leadership Academy to host, manage and develop NRC specific learning packages for staff. NRC aim to strengthen access to learning opportunities for staff around the world, this platform provides a more effective outreach in terms of building capacity of the NRC way of doing operations. Although online learning is effective due to its scalability, the most appropriate learning comes when combining, traditional workshops with online learning resources, taking advantage of a blended learning approach.

 

Scope of work

More specifically the objective of the consultancy is threefold:

  1. Revise and update existing set up and training material for the induction courses NRC WAY in collaboration with the HR focal point and Subject Matter Experts (SMEs).

    • Includes recommendation on how to sustainably maintain and update the training material, presenting best practice for managing the revisions over time.
  2. Provide recommendations on what content is appropriate for an online format.

    • This includes estimates of the resources, tools, cost and timeline needed to deliver a final product.
  3. Develop a blended learning programme to strengthen NRC`s training capacity

    • Revise existing material and methods, i.e facilitator package and online resources available in Kaya to feed into the blended learning programme.

    • Estimates of the resources, tools, cost and time needed to strengthen training capacity in the field using the blended learning programme.

 

Process

The consultant(s) need to present recommendations for the planned process and methodology. Scope of work, p.3. cost of delivery needs  to be outlined. The NRC Project Group approves the recommended approach prior to signing the consultancy contract. However, the consultant needs to:

  • Review all NRC’s documents related to the induction process

  • Review the current set up of the inductions courses

  • Collect and analyse information from key stakeholders and Subject Matter Experts

  • Develop the new training package using existing material

  • Develop a blended learning programme to be used to strengthen trainer capacity in NRC

If the consultant is not based in Norway, s/he should come to NRC Head Office in Oslo 1 time during the project period, and otherwise extensive use of skype will be required throughout the project.

 

Terms and conditions

The contract for the consultant will be in the period of 15.07 - 30.09.2017. The number of days will be determined based on the methodology employed. The consultant will have a standard NRC consultancy contract outlining agreed terms and conditions. All NRC consultants must sign the NRC Code of Conduct for consultants and an agreed non-disclosure agreement.

Deliverable and timeframe

Deliverables to be produced under this consultancy are:

  • Review existing documents and systems including analysis from desk review, consultations with key stakeholders and lessons learnt from the past years

  • Revise and update NRC WAY course set up and training material

  • Recommendations on what NRC WAY content is appropriate for an online format.

  • Develop a blended learning programme to strengthen NRC`s training capacity

By the first week of July the consultant will be recruited and the methodology further developed. July, August and September will be the period when NRC’s existing systems are reviewed, analysed and recommended set up and material is developed. Draft deliverable to be presented mid-September, and the final deliverables to be presented end of September 2017.

 

Required skills and competencies

  • HR professional with demonstrated expertise within the field of learning and development

  • Solid experience in developing training material, trainer of trainer concepts and facilitation of subject matter experts

  • Experience in developing online, eLearning training material

  • Analytical, strategic and innovative

  • Well-developed communication, presentation and representational skills appropriate for different audiences

  • Excellent oral and written communication skills, be fluent in English

  • Good understanding of humanitarian NGOs and emergency relief work
