To reduce fragmentation, overlap, and duplication as well as to facilitate exchange of information, materials and resources among COs, the UNICEF Regional Office for Europe and Central Asia (CEE/CIS) intends to develop a regional online repository of C4D/C4SC related documents, research tools and materials. This online repository can hold wide range of materials and knowledge products in different forms and formats. It will provide quick and easy access to specialists in Country Offices (COs) to various resources, offering at the same time the opportunity to share with others the locally produced and tested materials and tools.

1. Background

UNICEF in Europe and Central Asia, through its network of Communication for Development specialists, works with various stakeholders at national and subnational levels to promote the development and inclusion of all children as well as to address negative attitudes, harmful beliefs and practices, negative cultural and social norms. Throughout the years, Country Offices (COs) have implemented various communication strategies and campaigns producing a large number of Information Education and Communication (IEC) materials and tools.

This online repository can hold wide range of materials and knowledge products in different forms and formats. It will provide quick and easy access to specialists in Country Offices (COs) to various resources, offering at the same time the opportunity to share with others the locally produced and tested materials and tools.

2. Purpose and objectives

 The purpose of the consultancy is twofold:

  1. To collect, systematise and upload the various IEC materials, strategies, case studies and tools developed and used by UNICEF Country Offices, and
  2. To create a digital repository of communication materials produced by UNICEF COs. Audio and video materials may need to be uploaded and referenced to the official digital asset management portal (UNICEF Weshare).
  3. Develop guidance for country offices and Regional Office staff on maintaining the repository, as well as a guidance note on metadata and taxonomy.

The content of the repository will be organised by category/theme, and will be agreed on between UNICEF and the consultant. For each material, the consultant will prepare a short summary with metadata explaining the type of material, audience, key messages etc.

3. Details of how the work should be delivered:

The consultant is expected to undertake the work from August to December 2017, in close consultation with the UNICEF RO C4D team and with country offices, wherever possible. A detailed workplan with a specific timeline will be developed after the contract is signed. The consultant will be responsible for undertaking the tasks outlined below.

4. Performance indicators for evaluation of results:

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in ToR.
  • Compliance with the established deadlines for submission of deliverables.
  • Quality of deliverables.
  • Demonstration of high standards of work.

 5. Qualifications/specialized knowledge/experience required to complete the task.

Qualifications and experience:

  • At least 5 years of knowledge management, information management or library management experience.
  • Extensive knowledge of web-based knowledge management and information management tools (familiarity with Sharepoint is desirable).
  • Excellent command of English. Knowledge of other language from the CEE/CIS region is an asset.
  • Excellent analytical skills.
  • Demonstrated ability to produce high quality results in a timely manner.
  • Responsive to client requirements and feedback.
  • Proven familiarity and experience working with the UN (ideally with UNICEF) is preferred.
  • Initiative, passion and commitment to UNICEF’s mission and professional values.

 6. Payment schedule

The payment will be done in two instalments – 50% after the submission of deliverables and a report for the tasks 1-2, and 50% after the submission of deliverables and a report for tasks 3-5. The consultant will send invoices and payment will be made upon satisfactory completion of deliverables.

If the reports and documents are not submitted according to the deliverables and timeframe stated in this TOR, the payments will be withheld.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

7. Reporting:

The contractor will be supervised by and will report to the Regional C4D Advisor. Regular emails and phone/Skype calls will be used to update the supervisor.

8. Administrative Issues:

UNICEF will facilitate the contact and communication with the country offices, to identify and collect the relevant information.

UNICEF will not provide office space, equipment or any other facilities. The consultant is expected to be fully self-sufficient.

9. Applications
