The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Are you our new Head of HR Head Office?

 

The NRC Head Office HR Unit is part of the wider HR directorate, and provides a full range of HR development and operational support to the 250 staff and managers based in the Oslo Head Office (HO).  The HO HR Unit also ensure the implementation of global HR strategies, as they apply to HO, and has responsibility for the facilities management and administration of the HO premises.  The team includes an Office Manager, HR Advisers, HR Coordinators and administration and front of house staff.

The Head of HO HR Unit is responsible for operational management and development of the HR and facilities services to Head Office, and line management and budget responsibility for HR HO staff. Develop, follow up and report on action plans according to overall NRC strategies direction for HO HR. Head of HO HR are accountable for Office Administration.

 

NRC's organizational Development department is seeking a new Head of HR to lead our HR Unit at our Head Office in Oslo, and who's responsibilities will include:

  • Responsible  for ensuring the provision of effective and professional recruitment and induction services to Head Office, including advertising, administration, selection assessment, pre-employment checks, contracts and induction

  • Responsible for working with HR specialist professionals, trade union representatives and managers to look at effective means of ensuring staff retention, health, environment and staff care, compensation, benefits and incentive systems for NRC HO staff

  • Responsible for developing and overseeing the implementation of the Unit’s plans, budgets and projects in line with NRC strategic objectives and HR priorities

  • Ensure coordination and streamlining of HR processes and systems at NRC HO

  • Ensure that the necessary measures at NRC HO are in line with the new global approach and principles.

  • Ensure all personnel management in line with Norwegian labour legislation

  • Manage  performance, including development of staff and holding the Unit accountable for results

  • Accountable for provision of performance management advice and support to line managers at the HO

  • Develop and maintain the personnel framework for the HO employees

  • Management and development of union relations and agreement (Tariffavtaler/Særavtalen) related to HO staff

  • Ensure staff care and representation according to AMU

  • Responsible for employee and union relations

  • Responsible for project management of implementation of Global Reward system (Comp&Ben) at NRC HO

 

Qualifications

  • Minimum 5 years experience as manager

  • Professional knowledge of a range of HR disciplines,  including  recruitment and ideally performance management, induction, welfare and wellbeing, compensation and benefits,

  • Good understanding and experience of employee relations and effective working with Norwegian trade unions  

  • Project management skills and experienceDocumented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Solid knowledge of Norwegian Labour law regulations

  • Ideally some knowledge and experience of macilities management

  • Good understanding of the humanitarian sector

  • Fluent written and verbal communication skills in English
