Under the overall guidance of the Head of Support Services, the Finance and HR Officer is responsible for efficient financial resources and human resources management and the provision of accurate, thoroughly researched and documented financial and HR information, effective delivery of services and transparent utilization of resources and management of Project Centre Finance/HR Unit.  He/she analyzes and interprets the UN rules and regulations and provides solutions to a wide spectrum of complex operation issues. The Finance and HR Officer promotes a client-oriented approach consistent with UNOPS rules and regulations.

1.   Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results:

  • Elaboration of proposals for planning of financial resources of the Project Centre, continuous analysis and monitoring of the financial situation and presentation of forecasts for development and management projects; provision of high-quality professional advice to the Project Centre management
  • Proper planning, expenditure tracking and audit of financial resources, in accordance with UNOPS financial rules and regulations.
  • Organization and oversight of Project Centre cash management processes, including liquidity management, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site.
  • Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNOPS staff at HQ on the results of the investigation when satisfactory answers are not obtained.
  • Identification of problems in financial and administrative areas, suggesting alternative solutions to resolve issues in compliance with broader UNOPS policies, rules and procedures.

2.   Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:

  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UNOPS rules, regulations, policies and strategies; implementation of effective internal control, proper design and functioning of the financial resources management system.
  • Elaboration/establishment of internal standard operating procedures and control of the workflows in the Finance Unit.
  • Elaboration and implementation of cost-saving and reduction strategies (including introduction and development of e-banking).
  • Up-to-date on policy developments on UNOPS financial management issues.

3. Ensures timely budget preparation and effective monitoring and control, focusing on achievement of the following results:

  • Review of budget submissions, regular analysis and reporting on the budget approvals and the delivery situation; monitoring of expenditures against budget allotments and reporting on variances
  • Coordination with the project manager to ensure compliance with UNOPS financial rules and regulations, financial policies and procedures and that project budgets and revisions are prepared in accordance with established procedures and budgetary guidelines of the funding agency.
  • Review, analysis and revision of data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements submitted by project managers; review of budget proposals for reasonableness, consistency with the organizational goals and priorities.
  • Monitoring and advice the Project Centre Manager on the financial status of projects and programmes (including pending and approved budgets; contributions confirmed but not yet available for expenditure; contributions available for expenditure and contributions already expended).
  • Timely financial reports for submission to the funding agency in accordance with UNOPS rules, and in line with the established procedures.
  • Review and appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures

4. Ensures proper control of Project Centre accounts and payments, focusing on achievement of the following results:

  • Payrolls are duly prepared; monthly payments, travel claims and other entitlements are duly processed. Timely response to HQ requests to resolve financial data issues.
  • Control of the Accounts Receivables for UNOPS projects and follow up with partners on contributions.
  • Ensuring proper receipt, management, safeguarding and disbursement of payments; review, modification, initiation and implementation of internal control procedures in coordination with Headquarters;
  • Proper control of the supporting documents for payments; preparation of all types of vouchers; Pay Cycle and payments execution.

5. Ensures implementation of HR strategies and policies focusing on achievement of the following results:

  • Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
  • Continuous analysis of corporate HR strategy and policies, assessing the impact of changes and making recommendations on their implementation in the project centre. Continuous research of the matters related to conditions of service, salaries, allowances and other HR policy matters.
  • Advice to senior management on HR new practices and their implementation (succession planning, career development and transition), strategic recruitment, advice on contract modalities, learning plan and performance evaluation).
  • Development of procedures and practices that contribute to enhanced and improved HR management
                   
    6.  Ensures effective human resources management focusing on achievement of the following results:
  • Coordination and implementation of recruitment processes
  • Provision of administrative and logistical support to general recruitment process
  • Administration of contracts, benefits and entitlements
  • HR related planning and development
  • Coordination of personnel devilment training
  • Knowledge building and knowledge sharing
  • Ensure the implementation of HR strategies and procedures, with a focus on the achievement of results
  • Monitoring of compliance of HR processes and records with UNOPS rules, regulations, policies and strategies
  • Contribution to the establishment and upkeep of Standard Operation Procedures in consultation with direct supervisor
  • Proactive coordination of the flow of work
  • Liaison with relevant HQ and UN system units to exchange information and follow up on pending issues
  • Set-up and maintenance of reference files/records
  • Set-up and maintenance of databases

Education/Experience/Language requirements

Education:
  • An advanced university degree (Master’s or equivalent ) in Finance, Human  Resources, Business Administration, Public Administration, Economics or other related field. 
  • A first-level university degree (Bachelor's or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree;

Certification:  
PRINCE2 Foundation or Practitioner certification is an asset;

Experience:

  • Minimum 2 years of experience in finance and/or accounting, including preparation of financial statements in a highly computerized project-based environment is required.  
  • At least 1 year of experience in the area of Human Resources management is required;  
  • Minimum 1 year of experience as a team leader, preferably within the UN or other international organization;
  • Knowledge of UN/UNOPS financial rules and regulations is an asset;
  • Working knowledge of ERP systems, preferably Agresso is an advantage. 

  Language requirements: 

  • Fluency in written and oral English and Chinese (Mandarin)  is required
