SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The IT officer manages and oversees the IT equipment and its set up within the RMO. The IT officer might have several tasks ongoing at one and the same time so being versatile, able to prioritise, and plan the work is important. S/he will ensure that IT equipment is well maintained and used in an efficient and effective manner. An important role is to train staff in proper use and care of all equipment and their functions. The IT officer must therefore ensure good relations with other project units / sections and that proper implementation of SCA’s approved IT rules is adhered to. The IT officer reports to Admin manager of the WRMO and is given technical backstopping by the IT unit at KMO.

Qualifications & Requirements:

  • University graduate from computer science faculty from a credible university
  •  CCNA, MCP, and /or MCSE certified (must have taken the complete course /s and hold the accredited certificate/s at the time of application)
  • 2-3 years of professional work experience in the field of IT and /or ICT with a credible national or international organization/s.
  • Fluent in Dari, Pashto and English, written and spoken.
  • Ability to identify and develop new approaches and means to improve the existing IT setup
  •   Strong Evaluation and planning skills.
  •   Strong interpersonal and communication skills.
  •   Ready to travel to projects sites or sub-offices on regular basis.

Main Responsibilities:

  • Implement and follow-up the SCA’s IT policies and guidelines.
  • Evaluate, design, develop, implement, maintain, upgrade, and troubleshoot of the IT setup and systems including but not limited to computer network/s relevant equipment and peripherals, server/s , personal computers , printers , multimedia projectors , Satellite phone ( Thuraya )  VHF and UHF radios, email accounts and services , internet equipment and connection /s ,websites and services , software and applications, UPS/s system, other related equipment and services .
  • Design logical network structures, topologies, drawings, and implementation plan according to SCA’s need and requirements and as per the instructions of the IT manager at KMO implement the network expansion plans and strategies by installation of new cabling, ducting, wall mounts, faceplates, switches, routes, and other networking equipment and infrastructures as per the expansion / development plans or as /if required.
  • Install, supervise, maintain, and troubleshoot the current and new network equipment such as network cables, switches, hubs, routers, access point, servers, printers, users and computers.
  • Employment, supervise, maintain and enhance all IT security measures.
  • Initiate, develop and implement training, capacity building programs and learning sessions to raise users’ awareness and capacity on the use of existing IT equipment, services and applications.
  • Keep close coordination and communication on all relevant IT issues and matters with SCA ‘s central IT unit at KMO.
  • Prepare and submit regular reports and updates on the RMO current and developing situation of IT setup and services to the Admin manager and /or KMO IT manager as required.
  • Perform as an active member of the SCA’s IT team to also provide other general IT support to SCA as / If required.
  • Any other relevant technical duties as assigned by the KMO IT manager.
  • Technically verify demands for IT equipment and do technical quality on all received procurement of IT equipment for all units within the office.
  • Attest IT cost centre, account codes and donor codes for IT expenditure as delegated by Admin manager.
  • Participate in procurement committee meetings for IT equipment.
  • To do any other duties assigned by admin manager.
  • Take responsibility for own work and honestly seeking to achieve organizational and personal objective
  •  Act according to the policy and regulation of SCA.
  • Keep updated with issues related to the SCA and the environment where SCA operates.
  • Promote an attitude of team spirit and a strong focus on quality.
  • Develop good co-operation with SCA units, authorities and other NGOs.
  • Do related job as delegated by the Admin manager.
