Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Resource Management Officer (SRMO) in Yemen, and in close coordination with relevant units in Headquarters (HQs), Administrative Centres (MAC and PAC) and Regional Office (RO), the successful candidate will be accountable and responsible for coordinating and monitoring the budgetary and financial resources functions of the mission in accordance with IOM financial regulations, rules and procedures.

Core Functions / Responsibilities:

Financial Management

1. Provide administrative support in monitoring and overseeing the financial management, including the oversight of financial expenditures and accountability, for all activities in Sana’a and sub-offices in the Mission.

2. Verify that funding is received in accordance with donor agreements. 3. Assist in the preparation of cash flows and staff and office projectization with reference to the current and future activities in the Mission and ensure daily control of funds disbursed. Page 1 / 44. Assist to prepare, analysis, and evaluate information from the financial records and provide data and assistance to management relevant to improvements in the financial operation. 5. Propose improvements in work methods regarding all financial related. Identify bottlenecks and recommend action to resolve problems or correct errors and bring to the attention of the RMO any unusual trends.

6. Assist in the implementation of new/revised work methods, procedures, and systems of mission financial management.

7. Determine the correctness of the project financial management/report processed; propose improvements in work method.

Financial Accounting

8. Perform PRISM Financials-related functions.

9. Clearing of travel and operational advances from staff vendor accounts, ensuring that the supporting documentation is both accurate and satisfactory – alerting RMO of any discrepancies or inconsistencies and suggesting potential action.

10. Reconciliation of monthly statements from suppliers/ monthly fuel reports, ensuring the collection of personal usage of staff members.

11. Ensure coordination among the unit to ensure:

a. Mission payment requests with proper verification of invoices from vendor, with complete support documentation;

b. Correctly enter information in PRISM-Finance module with correct GL and cost projectization ratio;

c. Accurate record of data entry in PRISM and charging in GL and WBS with proper transaction in the system.

12. Check payroll versus budgets and ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.

13. Ensure financial documents are in conformity with relevant financial regulations, policies, and procedures.

14. Undertake quality control checks on the requests for payment, purchase requests and other requests that will result to financial obligations.

15. Conduct regular surprise cash counts in Sana’a and sub-offices in the Mission. 16. Assist in the financial analysis of projects in the Mission.

17. In close coordination with the RMO, perform end of the month closing procedures. 18. Work closely with other internal functional units of the Mission and other stakeholders as required in the performance of the accounting and financial functions

Financial Reporting

19. Provide input for the preparation of donor financial reports in accordance with IOM and donor regulations and established procedures, in close coordination with the RMO, the project managers, as well as relevant units in HQs, Administrative Centres and RO.

Budgeting

Page 2 / 420. Prepare portions of the annual budgets for the Mission, monitor budget control and report variances between budget and actual expenses, and assist in the preparation of budgets for new programmes.

External Relation

21. Conduct verification of service providers, vendors, contractors and grantees, including invoices and progress certificates and financial reports, and recommend their certification. 22. Work closely with banking, donors and government counterparts and other stakeholders as required in the performance of the accounting functions

23. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Accounting, Finance, Public Administration, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in accounting, budgeting, financial management and reporting;

• Experience in preparing clear and concise financial and management reports; • Experience working in and with international institutions;

• Knowledge of MS Office products and good computer literacy skills are required; • Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP an advantage;

• Knowledge of IOM/UN accounting system, software and procedures, Common System regulations, policies and procedures are a distinct advantage;

• Familiarity with financial oversight and public administration is an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

Internationally recruited professional staff are required to be mobile.
