IOM together with Korea Telecom (KT) and Korea International Cooperation Agency (KOICA) is setting up a “Digital Island” project in Cox’s Bazar, in the South East of the country to bring services into a hard to reach area of the country. The selected location, Moheshkhali Island, due to its geographical remoteness can offer very limited access to the public services such as education, health care, agriculture and Livelihood. The objective of the project is to provide basic services, such as education, health care and skills training to the island inhabitants in an enhanced way, using high speed internet, new technology solutions, tailored services for the targeted people and local partnerships. This project also aims to alleviate poverty through increasing the price the producers can hope to get for their crops and increasing inclusive business opportunities for vulnerable population in remote areas through innovative E-commerce business model based on Information and Communications Technology (ICT) solution and will contribute to reduce irregular migration and its risk in Moheshkhali Island which occur mainly due to economic reason.

Under the direct supervision of the Project Manager and overall supervision of the Senior Programme Manager of IOM Bangladesh, and in close coordination with Project/Programme Officers in country office and in the field, the successful candidate will be responsible and accountable for assessing, synthesizing and contributing to liaison and reporting requirements for the implementation of IOM’s public Private Partnership project with Korea Telecom Titled “Digital Island Moheskhali”.

1. Draft portions of the project’s annual work plan and budget. Compile general background information for project activities related to research, policy development, and monitoring and evaluation.

2. Design and draft supporting schedules, tables, graphs and charts to be used for the preparation of monitoring reports of the project. Track reporting to Mission and the donor(s). 3. Coordinate the collection and verification of documents and data used for the preparation of project’s documents and reports including ad-hoc, interim and end-of-project reports. 4. Assemble and edit data required for planning, negotiation and documentation of the technical, programmatic, and operational activities of the assigned project and check project documents for clarity, consistency and completeness.

5. Monitor the implementation of specific phases of the Digital Island project. Describe progress of project, investigate designated project activities and discuss findings with the supervisor to address any associated risks to minimize gaps and maximize effective utilization of project resources.

6. Arrange meetings, workshops, briefings and trainings.

7. Attend meetings and discussions with donor(s), private sector, implementing partners, district/local government officials and local stakeholders.

8. Maintain institutional memories or other documentation systems to record project history and ongoing activities, and for project proposal development.

9. Discuss rationale and context of project activities and document possible funding opportunities for community and economic development, and climate change and migration. 10. Undertake duty travel related to the performance of duties as required and authorized by the Project Manager.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Political Science, Cultural Anthropology, Development and Cooperation, International Relations or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience. Experience

• Working experience in project planning, coordination and reporting in development and cooperation projects;

• Experience of working with the UN administration and familiarity with and understanding of UN/IOM policies and programming arrangements would be an asset;

• Knowledge and understanding of civil society, inclusive development, advocacy and institutional support, especially in community and economic development be an asset; Page 2 / 4• Working experience in liaising with Korean donor community and other implementing partners; • Ability to work effectively under pressure in hardship situations and harmoniously in a team with colleagues from varied cultures and professional backgrounds;

• High degree of judgment and initiative; ability to work with a high degree of independence within assigned areas.

Languages

Fluency in English and working knowledge of Korean is required. Working knowledge of Bangla is an advantage.
