Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC commenced operations in Afghanistan in 2011 and is today a leading actor in humanitarian response with membership of the Humanitarian Country Team and recent high-level representation at the Brussels Conference on Afghanistan. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. Within an overall strategic framework of responding to emergencies, seeking solutions to pro-tracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses: mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan. 
 
 
About the job: 
 
 
The Senior Field Officer (SFO) will set up and manage Mine Risk Education activities in Nimroz targeting Afghan returnees. The SFO will oversee MRE teams and facilitate all admin, finance and Logistic aspects required for their work in coordination in accordance with the DRC-DDG operations and administrative Standard Operating Procedures. He/she acts as the liaison between DRC-DDG HQ Kabul and other actors in their area of operations, including the regional office of the Directorate of Mine Action Coordination (DMAC) and other governmental and non-governmental relevant stakeholders.    
 
 
Responsibilities: 
 
 
  • Manage and maintain good discipline and chain of command to the personnel within the area operation office. 
  • In close coordination with the Senior MRE Coordinator, he/she will monitor and evaluate the MRE activities carried under CHF emergency funding.  
  • Report various line function activities to the Senior MRE Coordinator in Kabul. 
  • Manage and coordinate activities between Operations, Logistics and Admin/Finance staff. Ensure to correct application of logistics, administrative and financial procedures at relevant area of operation. 
  • Be informed of the security situation on a daily basis and evacuation routes in the Province. 
  • Report changes with the security situation of the relevant area to the Head of Program and Head of Safety in Kabul. 
  • Be informed of all external and internal non-conformities raised during monitoring visits and address them timely.  
  • Summarize and submit monthly achievement reports to the operation department Kabul. 
  • Preparation of teams monthly /weekly location report and monthly filed staff attendance report.  
  • Liaise with DMAC and other humanitarian and development organisations active in the operation area and explore potential opportunities for DRC-DDG in the area.  
  • Participate in Coordination mine action Meetings and Technical Working Groups arranged by DMAC.  
 
 
About you 
 
 
To be successful in this role you must have: 
 
 
Qualification and Education:  
 
  • High school is a must 
  • Bachelor degree would be an asset 
 
 
Experience and Technical Competencies: 
 
 
  • 5 years’ experience in community development projects, preferably in field representation role.  
  • Demonstrated experience in project and team management 
  • Good reporting skills 
  • Good knowledge for Finance, Logistic and HR 
  • Previous experience with mine action is a plus but not required 
 
 
Languages:  
 
 
  • Pashto and Dari –fluency  
  • English – advanced level

We offer: 
 
 
DRC-DDG will offer the successful applicant a two-month contract with high possibility of extension.  
Salary and conditions will be in accordance with DRC-DDG’s Terms of Employment for national staff. This position will be placed at salary Grade C, level 1, basic 1,155 USD.
