GRANTS & CONTRACTS OFFICER The International Potato Center (CIP) is seeking a Grants & Contracts (G&C) Officer with excellent

administrative and organizational skills to support the Unit in servicing the CGIAR Research Program: Root, tubers and bananas (RTB) and CIP Global programs interacting with CIP matrix units, regional offices and program partners as required and implementing CIP’s organizational mission through efficient and effective management of program, prime and subrecipient agreements.

The CGIAR Research Program on Roots, Tubers and Bananas (RTB) is a broad alliance led by CIP, with Bioversity International, the International Center for Tropical Agriculture (CIAT), the International Institute of Tropical Agriculture (IITA), and Centre de Cooperation Internationale en Recherche Agronomique pour le Development (CIRAD) as managing partners, including a growing number of research and development partners RTB brings

The position: The G&C Officer position will be located in Lima, Peru. For the RTB portfolio, the position will report directly to Grants & Contract Head and co-report to the RTB Program manager. For the Bilateral portfolio, the position will report to the Grants and Contracts Sr. Manager.

Duties and Accountabilities:

RTB Portfolio

  • Responsible for the preparation and/or review of CRP implementation agreement templates (CGIAR System Office, RTB partners and CIP subrecipients);
  • Support finance and the RTB Program Director (PD) in performing due diligence activities and the award of partner and subrecipient agreements;
  • Support the Office of Legal Affairs in assessing Intellectual Property issues related to program participants and subrecipients;
  • Responsible for the review and issuance of annual modifications and any necessary or applicable contractual extensions;
  • Responsible for reviewing collaboration agreements connected to the assigned project portfolio in coordination with the Office of Legal Affairs.
  • Support, as needed, in program participant and subprogram participants award close out activities;
  • Maintenance of CRP OCS databases (including initial file set up and subsequent updates)CIP Bilateral Portfolio – Post Award Phase
  • Supports the review and signature process of donor agreements, modifications, and extensions.
  • Responsible for drafting and negotiating partner sub-recipient agreements, in coordination with the G&C Contracts Sr. Manager and Unit Head.
  • Responsible for reviewing collaboration agreements connected to the assigned project portfolio in coordination with the Office of Legal Affairs.
  • Support the Office of Legal Affairs in assessing Intellectual Property issues related to program participants and subrecipients.
  • Ensuresthe timely submission ofdonor deliverables on projects by monitoringand supervisingOCS*alerts and updating and maintaining the OCS Agreement Masterfile database and submission, of technical reporting.
  • Supports project start-up with the drafting of compliance matrix for the project.
  • Supports the close out process to make sure all deliverables have been submitted to donor; partners have complied with terms and conditions and files contain all necessary documents for archiving.
  • Updates OCS system (repository functionality) to make sure it captures all applicable project correspondence, legal documents, financial invoices and deliverables.
  • Updates Track-it system capturing all portfolio pipeline G&C transactions.
  • Perform other CIP project portfolio related post award duties as required.

*OCS refers to the One Corporate System (ERP).

Selection Criteria:

  • Bachelor’s degree in Law, Contract management, International Development or related field.
  • 5 years of experience in similar positions.
  • At least 3 years grant and contract management experience in an international organization. Experience in research organizations or consulting firms are highly desirable.
  • Ability to handle multiple tasks and projects at once; superior organizational skills; attentive to details.
  • Know-how in grant and contract database management.
  • Know-how in IP (intellectual property) management related issues a plus.
  • Knowledge of PCs and Microsoft Office products (Word, Excel, PowerPoint, Outlook).
  • Excellent written and verbal communication skills in English and Spanish, including proofreading skills.
  • Proactive, innovative and creative attitudes, particularly in quickly establishing a rapport with the Program Management Unit and CIP matrix units.
  • Willingness to travel occasionally.

Conditions: This position is local thus limited to Peruvian nationals and permanent residents. The employment contract will be for one-year term with three-month probation period and the possibility of renewal.
