Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

1. Nature of the consultancy: Advisory services on migration and health to officials of the Governments of Armenia, Azerbaijan and Georgia.

Project Summary: This project will aim through coordinated migrant-centred approach to contribute to enhancement of cross-border mechanisms for prevention, increased detection, referral and treatment of Tuberculosis and HIV/AIDs among migrant and mobile populations in the South Caucasus region considering age/ gender and education of migrants and how these factors influence their experiences and needs. In pursuit of this objective, the IOM SC regional

project will include following actions: 1. Health promotion campaign among migrant and mobile populations regarding HIV/AIDS and TB, focusing on preventive screening and treatment adherence; 2. Regional and in-country migrant health survey providing evidence-based recommendations for the elaboration of a coordinated, regional migrant-centred approach for HIV/AIDS and TB prevention and surveillance; 3. Capacity building of healthcare professionals and border authorities facilitating the establishment of a regional professional network aimed at advancement of transnational referral mechanisms and elaboration of migrant-friendly healthcare policies and programmes.

Objective and Nature of the Consultancy: Within the framework of the South Caucasus regional project of IOM, in close cooperation with the Governments of Armenia, Azerbaijan and Georgia and IOM Missions in these countries, the objective of this consultancy is to develop a design of an in-country and regional migrant health survey, including technical supervision of the implementation, analysis and reporting of this survey on the situation of TB and HIV/AIDS in the context of migration in countries of Armenia, Azerbaijan and Georgia as well as through the South Caucasus transit corridors and corresponding border check-points.

Target: The South Caucasus regional and in-country migrant health survey will determine the current complex epidemiological picture on TB and HIV/AIDS among migrants to identify existing gaps and challenges in the availability, accessibility, acceptability and quality of TB and HIV/AIDS health services for migrants to inform future migrant-sensitive healthcare policies and programmes by Governments of Armenia, Azerbaijan and Georgia.

2. IOM Project to which the Consultancy is contributing: Technical Cooperation on Health promotion and assistance to migrants with the Governments of Armenia, Azerbaijan and Georgia in the frames of the South Caucasus regional project “Enhancing Mechanisms for Prevention, Detection and Treatment of HIV/AIDS and Tuberculosis Among Migrant and Mobile Populations in the South Caucasus Countries” (MA.0379) supported by IOM Development Fund (IDF).

3. Tasks to be performed under this contract:

The selected Consultant will have the responsibility for the following duties: a) Develop the regional and in-country research [survey] design and protocol in close consultation and coordination with leading health experts on TB, HIV/AIDS and Migration in Armenia, Azerbaijan and Georgia, as well as relevant government institutions and IOM. b) Develop standardised survey instruments or tools that ensure comparability of data across targeted countries of the South Caucasus region for the study. The survey instruments should include data collection guidelines, quantitative and qualitative questionnaires, as well as migrant populations sampling criteria in line with the IOM official definition of “Migrant” and the Joint Agreement of the Project Implementing Partners (annexed to this ToR). Also, the survey tools should address the possibility to collect the following information:

• Migrant profile and demographic data;

• Socio-economic and work conditions of migrants to identify corresponding TB and HIV-related risks in line with WHO Standard Questionnaire and the Global AIDS Monitoring Report; • Migration and mobility patterns of the surveyed migrants across the South Caucasus countries as well as through the SC transit corridors;

• Knowledge, attitude and practices of migrants towards TB and HIV/AIDS aimed at identifying key patterns of their risky behaviours;

• Availability, Accessibility, Acceptability and Quality (AAAQ) of TB and HIV/AIDS health services for migrants to identify existing gaps in each respective health services of the participating and respective destination countries. Questions grouped in this thematic cluster should also explore migrants’ access to TB and HIV/AIDS testing, treatment and health communications;

• Complex epidemiological picture relating to TB and HIV/AIDS, including prevalence of these conditions among the interviewed migrants and their family members;

• Hotspots, potential risk areas/ locations (given the TB and HIV infection transmission) as perceived by the interviewed migrants and their family members; and

• Gender, age and education of migrants to ensure mainstreaming of needs tailored health interventions once the existing gaps identified.

c) In consultation with leading health experts, government officials and IOM Missions in each participating country, facilitate the development of country-specific follow-up procedures for patients found with TB and or HIV/AIDS during the study.

d) Analyse data collected from the survey and other sources for the creation of a report covering the regional and country-specific findings and recommendations, in close consultation with leading health experts of participating countries, including relevant governmental institutions and IOM Missions in Armenia, Azerbaijan and Georgia, and the IOM Regional Office in Vienna. e) Compose the final report of the regional and in-country study that provides (i) a detailed analysis of the findings from the survey and structural social conditions that determine the health and well-being of migrants, particularly with regards to their access to TB and HIV/AIDS services. Based on the findings, formulate in the report (ii) the challenges faced by migrants and health service providers; and most importantly (3) provide recommendations on how to address these identified problems.

f) Provide technical support to IOM Missions in Armenia, Azerbaijan and Georgia as well as officials of the respective Government institutions with regards to mainstreaming international trends, policies, standards and practices on migration health relevant to the regional report. g) Provide advice to all participating government’s efforts aimed at the development of effective policies, strategies and programming in the area of migration and health in line with the WHO strategy and action plan for refugee and migrant health in the WHO European Union and other relevant international documents and standards.

4. Tangible and measurable output of the work assignment.

At the end of the contractual period, the Consultant is expected to deliver the following outputs: a) A regional and in-country survey design and protocol elaborated and approved by IOM (all Page 2 / 5three participating Missions and RO Vienna), leading health experts of each participating countries, including relevant government counterparts. The survey design comprises standardised instruments and tools, including country-specific questions mainstreamed within quantitative and qualitative questionnaires, thus ensuring comparability of the evidence collected throughout the South Caucasus region. Survey instrument also includes the data collection guidelines and migrant populations’ sampling criteria in line with the abovementioned reference documents (IOM Definition of “Migrant”, Joint Agreement of Project Implementing Partners).

b) A final report on the regional and in-country study elaborated and approved by participating IOM Missions and RO Vienna as well as all leading health experts and government counterparts

engaged in the implementation of this regional project. The final report will include: • An analysis of the findings from the migrant health survey conducted in the targeted countries and how this relates to the situation regionally;

• An analysis of existing policies, current initiatives, programmes and activities or the lack thereof aimed to address the health issues, and concerns of migrants, particularly those who are suffering from TB and HIV/AIDS; and

• Joint recommendations that address the gaps identified in the provision of TB and HIV/AIDS health services to migrants (considering AAAQ of respective health services). The recommendations will be used to engage participating governments in developing relevant policy briefs and approaches in managing public health related challenges and threats in the context of migration throughout the South Caucasus region.

5. Realistic delivery dates and details as to how the work must be delivered. Summary of main actions, deliverables and timelines

Delivery Date: By 31 August 2017

Main Action: Develop the regional and in-country migrant health survey design and protocol, including standardised survey instruments to ensure comparability of the obtained data across targeted countries of the South Caucasus.

Deliverables: The regional and in-country study design and protocol are developed and endorsed by the leading health experts and Governments of Armenia, Azerbaijan and Georgia and IOM (all IOM Missions in these countries and IOM RO Office in Vienna). Delivery Date: By 31 March 2018

Main Action: Provide technical supervision of the implementation of the regional and in-country survey on the situation of TB and HIV/AIDS in the context of migration in countries of Armenia, Azerbaijan and Georgia as well as through the South Caucasus transit corridors and corresponding border check-points.

Deliverables: Sound and quality conduct of the regional and in-country surveys in all of the three participating countries is facilitated and ensured.

Delivery Date: By 30 June 2018

Main Action: Analyse the obtained data and produce a regional migrant health survey report in close coordination with IOM, leading health experts and Governments of participating countries.

Deliverables: The regional migrant health survey report comprising relevant analysis and recommendations is produced and endorsed by IOM and relevant Governmental stakeholders affiliated with this project.

6. Performance indicators for evaluation of results (value of services rendered in relation to their cost)

a) Professionally and technically sound migrant health survey design and protocol for implementation of in-country survey, and the regional study are produced according to relevant international standards for health research, as well as other international instruments pertaining migration and health;

b) The elaborated survey design and protocol, as well as its tools, thoroughly and scientifically covers the complex epidemiological picture of TB and HIV/AIDS among migrants residing in Armenia, Azerbaijan and Georgia and commuting through the South Caucasus transit corridors; c) The regional report reflecting findings of the in-country Migrant Health Surveys of each participating countries and the in-depth analysis of the epidemiological picture, socio-economic risks and health vulnerabilities of migrant populations residing or commuting through Armenia, Page 3 / 5Azerbaijan and Georgia is produced. A thorough analysis of existing healthcare policies and corresponding legislations of each participating countries provided in the regional report aimed at recommending evidence-based migrant-sensitive healthcare policy and programme planning in line with international standards and benchmarks such as WHO strategy and action plan for refugee and migrant health in the WHO European Region;

d) Timeliness of submission and completion of tasks and outputs;

e) Quality of produced outputs; and

f) Effectiveness of engagement, communication and coordination with all project affiliated stakeholders.

7. Ownership of output

Copyright of all related deliverables and materials under the contract shall be shared between the

IOM and the Governments of Armenia, Azerbaijan and Georgia.

Required Qualifications and Experience:

Education

• University degree in Social Sciences or Medicine, with a post-graduate degree in Public Health, Epidemiology, Medical Sciences and or other related Social Sciences. Experience

• At least ten years of professional working experience and five years of research experience in the field of public health, HIV, AIDS, Tuberculosis and Migration Health, preferably in the Europe and Central Asia, or South Caucasus. In depth knowledge of data systems of statistical analysis is an asset;

• The Consultant should have experience and understanding in the formulation of comparative studies and presentations of studies conclusions/recommendations in public fora. Language

Fluency in English is required. Working knowledge in Russian is an advantage. Desirable Competencies:
