The Social Policy and Economic Analysis Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to coordinate and provide technical support on programmatic activities on urbanization and the urban child including leading preparations for a Symposium of mayors from selected cities in the East Asia Pacific region.

Work Assignment:

Under the supervision of the Regional Adviser Social Policy and Economic Analysis and Regional Chief of Programme Planning and Monitoring, the consultant will perform the following tasks:

  1. Support the UNICEF Indonesia Country Office and UNICEF EAPRO in liaising with all partners in particular with the Office of the Major in Surabaya on all aspects of preparation of the Symposium (including invitees, meeting themes, strategic communications, protocol and logistics).
    1. Prepare and maintain the calendar of activities for execution with clear designation of focal-points and respective responsibilities, including timelines of deliverables.
    2. Assist with collaboration with UNICEF Headquarters and a broader group of UN and IFI partners in particular UN Habitat. Track preparations for upcoming events and meetings which are relevant.
    3. Assist Senior Management at UNICEF EAPRO and in UNICEF Indonesia in liaising with the Mayor of Surabaya, other partners and further UNICEF Offices and colleagues. Assist identifying and liaising with key partners and participants at the Surabaya Symposium.
    4. Liaise with the events company for the Surabaya Symposium that will be hired by UNICEF Indonesia.
    5. Regularly report on the status of activities and provide recommendations for addressing emerging issues and gaps.
  2. Help establishing an internal Surabaya event Task Team with all the UNICEF focal points of the Surabaya event in participating cities/countries. Organize and take minutes of the Task Team meetings and ensure that the necessary materials are updated/shared before meetings.
    1. Ensure that invitations are sent in time and maintain contact with UNICEF offices in selected countries to organize the participation of city delegates, report on the status of preparations, and advise on the actions to be taken by COs and EAPRO.
  3. Advise on the content and delivery of the event. Assist identifying meeting themes and presentations along the five thematic clusters above inasmuch as possible; coordinate with all stakeholders to build on the format of the meeting.
  4. Liaise with the event management company to ensure proper planning, preparation and quality control of the event, including management of the different panelists, their presentations and finalization of background documents and materials.
  5. Assist preparing a joint declaration by the Mayors attending the Symposium.
  6. Draft a Meeting Report summarizing the content and conclusions of the event that will be followed up.
  7. Develop an integrated media plan with materials prepared for mainstream and social media and the web in cooperation with UNICEF EAPRO and Indonesia Country Office communications teams.
    1. Liaise with partners and communication colleagues to ensure that the event is properly covered in the media as well as properly visible through the internet.
    2. Ensure that the lessons learnt will find their way to and enrich UNICEF EAPR country programmes and the work of the technical sections of the Regional Office.
  8. Prepare a programme planning and guidance document on the adaptation of the UNICEF’s global strategy note on the urban child to the context – or contexts -- of EAPR showing concrete examples.
    1. This guidance, and indeed the prior event in Surabaya, should benefit from a systematic stocktaking of exiting urban initiatives by UNICEF and others (UN Habitat, ADB etc.).
  9. Assist UNICEF EAPRO Sections and Country Office colleagues in sharpening their programme focus on child responsive urbanization and urban policies and interventions.
  10. Provide a feedback report to the 2018 Spring Regional Management Team (RMT) meeting on the subject.

 

Work Schedule:

There are three distinct phases in this work assignment:

  1. July – mid-October 2017: Preparation for the Mayor’s Symposium. The Consultant will work mainly on tasks 1-3 above from Bangkok with trips as necessary to Indonesia and/or other countries.
  2. Mid-October- mid/late November 2017: Execution of the meeting. The Consultant will focus mainly on tasks 3-7 and will probably need to move to Surabaya for several weeks.
  3. Late November-April 2018. The Consultant will focus on meeting follow up and EAP urban guidance (tasks 8-10 above). A full draft programme planning and guidance document on the adaptation of the UNICEF’s global strategy note on the urban child to East Asia and the Pacific should be presented to EAPRO senior management by mid-February 2018.

 

End Product(s):

  1. Well-planned, well executed Symposium (November 2017)
  2. A set of recommendations and a meeting report summarizing the main lessons learnt from partners (November – December 2017)
  3. Develop an integrated media plan with materials prepared for mainstream and social media and the web in cooperation with UNICEF EAPRO and Indonesia Country Office communication teams (October 2017)
  4. Draft a Meeting Report (November 2017, i.e. within 2 weeks of the event)
  5. Develop a forward looking UNICEF programme planning document with concrete proposals how UNICEF East Asia and Pacific should sharpen its programme focus on urbanization and the urban child (February 2018)

 

This latter product should be informed by the outcomes of the Surabaya Symposium as well as by UNICEF’s existing reports and studies on the urban child and urban issues around equity and social inclusion and represent the regional adaptation of UNICEF’s global strategy note.  As such it should be built on extensive consultations with colleagues and partners and propose sectoral and cross-sectoral programme adjustments for UNICEF in support of child responsive, sustainable urbanization as foreseen by the SDGs.

 

Estimated Duration of Contract:  11 months between July 2017 – May 2018.

 

Official Travel: The consultant will be based in Bangkok (preferably) with extensive travel to EAP countries  for tasks as required.

 

Qualifications or Specialized Knowledge/Experience Required:

  • Advanced University degree in a relevant discipline with proven knowledge of urban issues and international norms and conventions for child rights.
  • At least 8 years of experience in international development with management responsibilities. Strong communication, team-building, networking and influencing capacities.
  • Proven analytical skills and strong capacity to develop both strategic and operational plans to execute high-risk processes and events with multiple stakeholders. Experience in event coordination a great asset.
  • Previous work experience and/or familiarity with UNICEF vision, mission and programming a great asset. Experience in Asia and Pacific region desired.
  • Fluency in written and spoken English is required. Working (speaking and writing) knowledge of Bahasa Indonesia an asset.
