Senior Analyst, GHGs Data Measurement and Management for Transparent MRV

Under the guidance of the Lead Specialist of MRV program and/or GGGI Country Representative, this position will be responsible for 1) supporting MRV team in GGGI HQ for developing GHGs data measurement and verification guideline, 2) assessing the status and requirement of national, sub-national and sector level GHGs emission accounting, and emission Measurement, Reporting and Verification(MRV) activities and 3) collect data, identify methodologies and calculate the baseline emission. This position will provide technical support for countries, such as Lao PDR, Myanmar, Nepal, Peru, in Asian and Latin American region. 

This position will provide technical inputs to the program, especially focusing on data analysis and management. S/he will organize program activities across the three phases- Planning, Implementation, Operation- maintaining effecting program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

The location of this position could be changed in selected GGGI MRV country, based on government’s request, MRV work program and regional coverage, which will be arranged with special assignment.

PURPOSE 

  • Collate and review GHGs data related to MRV scheme with established MRV program and report to GGGI MRV Lead Specialist
  • Identify the feasibility and GHGs data gap of MRV system for establishing and/or operating national and sub-national level MRV in selected countries.
  • Provide technical support for
  • Build on existing analysis and available date where possible, determine baseline GHG emission scenario for NDC implementation, GHGs mitigation action and green investment
  • Implement a specific part of a project under guidance of his/her manager
  • Provide technical and analytical input to support project output delivery, for example compiling research case studies and other illustrative materials
  • Ensure effective functioning of the MRV program and GHGs data measurement tool
  • Select the methodology for the GHGs measurement which follow international accepted methodologies and best practices for GHG emissions MRV
  • Support country level communications and outreach campaigns for the program 

ENGAGEMENT

  • Build and strengthen relation with MRV focal and line ministries and/or agencies for secondary date collection, desk research, simulation and computer analysis, interviews and meetings
  • Collaborate closely with national counterparts to build cooperative relationships and establish the organization as an effective partner.
  • Apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program
  • Leads the monitoring and updating of project compliance information 

DELIVERY

  • Develop GGGI MRV guideline of GHGs Measurement and Verification in line with the Transparency of the Paris Agreement.
  • Review GHGs data and inventory and develop data-gap analysis with identifying secondary data resource
  • Identify and develop the methodology of measuring and verifying GHGs emission
  • Develop national/sub national level MRV information and GHGs inventory and technology standard, guideline and procedure
  • Support MRV capacity building program module GHGs data measurement and management
  • Organize MRV capacity building workshop and provide training and coaching course on GHGs emission measurement as a part of the selected methodology including tolls and procedures to collect sample emission from sector.
  • Understand the project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle
  • Manage individual consultants and/or small consultancy projects
  • Assesse delivery issues and works with national counterparts to build common understanding and coordination on project activities
  • Prepare communications materials (media releases, website content etc.) to a high quality
  • Report to the MRV Lead Specialist, with travel to project sites and GGGI HQ as required 

REQUIREMENTS  

QUALIFICATIONS

  • Advanced degree (Master or Ph.D.) in a relevant field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any related qualification.
  • Exceptional analytical and quantitative skills, alongside strong synthesis and strategic thinking skills
  • Excellent knowledge of GHG baseline determination, GHG inventory, MRV system, carbon budget,etc.
  • Demonstrate GHGs emission simulation and modelling skills for GHGs measurement and management. Demonstrated experience in area-based or sectoral-based GHG emission
  • At least 5 years of professional experience in technical activities related to green growth, climate change, GHGs emission accounting and analysis, MRV system, GHGs mitigation activities, and emission trading scheme (carbon market)
  • Project delivery experience, including managing the delivery of results on time and on budget
  • Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization
  • Proven experience in establishing and maintain working relations with government officials. Demonstrate experience and success in the engagement of, and working with both the public and private sector is an advantage
  • Excellent written and spoken communications skill in English is required; Spoken and Written Korean is assets

    • Experience working in Ethiopia and/or Africa a must
