Purpose of the post

The Head of IS Supply manages level 3 teams and ensures the quality of service and security of level 3, as well as the proper implementation of the transition to operations of the all ICRC applications around three sectors (Collaborative – Web&.net – EAI&BI). He/she actively participates in the definition of the ICT strategy.

Main duties and responsibilities

  • Pilot the Unit
    • Hosts and coordinates the activities of the Collaborative – Web&.net – EAI&BI sectors and the Innovation activities.
    • Participates in the definition of ICT strategy and roadmap, especially concerning evolution of applicative architectures
    • Manages the budget of the Unit. Plans internal and external HR resources of the Unit, in the ICT capacity management framework.
    • Establishes PfR, operational budgets
    • Participates in internal communication
    • Ensure respect of ICT processes, policies & strategies, including ITIL processes and ICRC project processes (WBS)
    • Organize and steer a continuous improvement dynamic on his perimeter, especially concerning quality of processes, industrialization of RUN activities, industrialization of BUILD activities and information security.
  • Manage staff
    • Manages coaches and trains a team of 35 people (inc. external consultants).
    • Establishes a diagnostic of individual and collective competencies. Studies the training and enhancement possibilities and chooses the appropriate methodology whilst taking into account the needs of the individual and those of the Institution. Advises and/or guides individuals and teams in order to answer the training needs.
  • Manage external suppliers
    • Manage relationships with key suppliers in the area (service companies, software publishers…), including outsourced development service centre in Tunisia.
    • Take part in the purchase phases (calls for tender, negotiation, prices) of the products or services in the realm of activities. Ensures the implementation of policies and standards determined for purchases, stock, and material allocation.
    • Coordinates, in the area of work, the establishment of contracts with external suppliers.
    • Controls spendings and carries out a follow-up of costs and performances of the external suppliers (quality, price, and deadline), in the area of work.
  • Manage BUILD activities
    • Steers BUILD activities in scope of responsibilities through related people in charge of platforms, produces and analyses performance follow-up dashboards.
    • Pilot the release plan, follows the planning, approves content and makes sure resources are allocated in the capacity planning.
    • Participates in major choices on IS/IT architectures evolution, software choices & projects organization.
    • Ensure coherence of solutions designed in his perimeter with ICT Strategy and with other ICT Units choices and plans.
  • Manage RUN activities
    • Steer the global performance of internal level 3 services (SLA follow-up, enhancements, etc.), produces and analyses performance follow-up dashboards.
    • Manages applications risks and security. Evaluates risks bound to business continuity and information security and suggests action plans in order to tackle them.
  • Remit: organisation wide.

Education and experience required

  • Master’s degree in Computer Science or equivalent.
  • Minimum 10 years of ICT experience, with a least 3 in an equivalent job.
  • Previous experience in a team as well as dealing with remote team.
  • Previous experience with the Movement, the ICRC or humanitarian organizations a plus.

Desired profile and skills

  • Proven capacity to work in an international environment (especially with English teams)
  • Proven experience in development & integration teams management, both in waterfall model and in agile model (SCRUM)
  • Proven leadership capacities
  • Fluent knowledge of English and French
  • Computer literacy
